What You Will Do
Inclusion as a pathway to self-reliance' project management and coordination

• Responsible for the implementation and monitoring of the Inclusion as a pathway to self-reliance project funded by IKEA Foundation (including through frequent field visits and field level support).
• Responsible for building capacity of the project teams in Kenya & South Sudan, ensuring full understanding of the project concept.
• Serve as the primary contact to the donor, Country Offices, Steering Committee of the project on overall project implementation and progress.
• Responsible for documenting and disseminating country-level innovation, case studies and lessons learnt through webinars, workshops, etc.
• Closely work with the MEL focal point, Evidence and Learning Lead, and Global Lead for Self-Reliance and Durable Solutions to support the development, revision and adaptation of tools and methodologies related to Inclusion as Pathway to Self-Reliance, ensuring that indicators, assessments, measurement frameworks and MEAL plans developed are in line with NRC's global framing papers, approach to durable solutions, and MEAL best practises.
• Responsible for the compilation and dissemination of learnings and best practise from evaluations, pilots and other material across the regions related to the self-reliance pilot.
• Closely work with Global MEAL Specialist Grants (Self-Reliance) to ensure indicators, assessment tools, measurement frameworks, and MEAL plans developed are in line with the NRC's global framing paper and approach to durable solutions and self-reliance.
• Responsible for donor reporting and analysis of results tailored to the needs of different audiences.
• Responsible for the communication of results and the development of recommendations to NRC senior management at various levels.

Development of Technical documents

• Update and revise the relevant approach documents ensuring learnings from the project are adequately captured and feeding into further developing the approach.
• In collaboration with the MEL focal point, review and finalise the draft EI barrier assessment tool of NRC ensuring its use in the IKEA project and beyond.

Policy engagement and external representation

• Represent NRC in engagements with authorities as part of the project objectives seeking to influence and contribute to policy development and operationalisation.
• Work in collaboration with global and country teams to ensure common messaging and consistent engagement with authorities relevant to the project at all levels.

Fundraising, Partnership Development and Network Engagement

• Responsible for identifying and mobilising resources in collaboration with HO (external and corporate relations), Regional Teams and COs through private or institutional donors to further develop and expand NRC's durable solutions and self-reliance portfolio.

Position Summary
The Program and Compliance Manager will play a critical role in the successful delivery of the Sustain Africa Program, ensuring that program activities are executed in line with donor requirements, IFDC policies, and local regulations. The role combines program management, resource mobilization and proposal writing support, oversight with compliance leadership, supporting effective implementation, accountability, and learning across multiple workstreams.

The incumbent will coordinate with program teams including business development, partners, and donors to maintain high-quality implementation, compliance assurance, and risk management, ultimately contributing to Sustain Africa's mission of strengthening food security and resilience across Africa.

Responsibilities

• Oversee day-to-day implementation of Sustain Africa program activities in collaboration with technical leads and implementing partners;
• Develop and manage work plans, budgets, and deliverables, coordinate across country offices, regional hubs, and IFDC headquarters, and ensure integration of cross-cutting priorities such as gender, inclusivity, sustainability, and market systems;
• Ensure compliance donor and IFDC procedures, policies, and processes, oversee planning, progress monitoring, budgeting financial tracking and reporting, and facilitate alignment across work streams;
• Support in identifying donors, cultivating relationships, writing proposals and grant applications, managing donor reporting, and staying informed about trends in fundraising and development to ensure financial sustainability and growth;
• Organize project team meetings, coordinate with program partners and donors, and serve as a liaison with internal functions such as audit, communications, HR, finance, and compliance;
• Review and approve project documents, ensuring accuracy and consistency;
• Ensure adherence to donor, IFDC, and host country regulation, lead audits and compliance reviews, oversee procurement and financial processes, manage risk registers and mitigation strategies, and train staff and partners on donor requirements;
• Collaborate with MEL teams to track progress against log frames and donor indicators, ensure timely and accurate reporting, and support adaptive management and knowledge sharing;
• Promote transparency, accountability, and continuous improvement by documenting lessons learned and facilitating learning events;
• Provide technical oversight, guide annual work plans, manage budgets, coordinate with partners, lead and motivate teams, address challenges proactively, and safeguard against fraud.

Requirements

• Master's degree in international development, Business Administration, Project Management, or related field;
• Minimum of 7–10 years of experience managing large, donor-funded programs, with at least 3 years in compliance-focused roles;
• Proven track record of working with international donors (USAID, EU, FCDO, BMGF, AGRA, etc.);
• Strong understanding of program cycle management, compliance frameworks, and risk management;
• Experience in agriculture, market systems development, or food security programming is an asset;
• Excellent initiative and proactive leadership, facilitation, and communication skills;
• Have strong writing, reporting, and analytical skills, quickly adapt to new concepts (e.g., guarantees, pre-financing), apply business thinking and adjust plans to evolving realities;
• Fluency in English (French is an advantage);
• High level of integrity and ability to manage sensitive information with discretion.

Reporting and Work Relationships
The Program and Compliance Manager will report to the Executive Director, Sustain Africa Program.

Location
This is a national recruitment with a duty station at the IFDC Nairobi office based in Kenya.

Benefits

Salary Clause
The salary grade for this position is BG 10 with a proposed starting salary of KES 478,677 per month.

About Program Sustain Africa is a multi-stakeholder initiative launched in 2022 to support smallholder farmers (SHFs) in SubSaharan Africa (SSA) through crisis response and long-term resilience-building. Initially created in response to the global fertilizer price surge, the program has delivered over 200,000 metric tons of fertilizer to 2 million farmers across 10 vulnerable countries. Sustain Africa works closely with the private sector, agrodealers, distributors, financial institutions, and input suppliers to ensure affordable access to agricultural inputs, technical assistance, and data-driven insights that strengthen food security and farmer livelihoods.

The purpose of this job is to support the Enterprise Risk Management and Compliance function through the implementation of the Risk Management and Compliance Framework within the standards defined by the Group, including the identification, measurement, monitoring and reporting of risk and enforcing compliance with policies, processes, procedures and controls.

• Prepare periodic reports to regularly update the financial and operational risk exposures and circulate them to the various Heads of Department for action.
• Review of Risk and Control Self-Assessment (RCSA), incidence reports, key risk indicators (KRIs), loss data collection, and conduct other risk analytics.
• Assist in the development of the company Risk management standards reviews of all policies, policy guidelines and procedures that provide direction on processes within the company.
• Assist with conducting compliance risk assessments with a focus on AML/CFT and assess AML/CFT risk from new products, delivery channels, and services and conduct annual AML/CFT risk assessment.
• Knowledge and Experience
• Bachelor's degree in actuarial science, finance, business administration or related field
• Professional certifications or qualifications in Actuarial Science or Risk Management required.
• A minimum of 5+ years in mid-level risk management experience in the insurance sector.

Key roles and responsibilities

Manage Engagements.

• Supporting with the organization and execution of multiple financial risk management engagements (including projects relating to regulatory, credit risk management / modelling, market risk / valuations, etc.).
• Supporting with other strategic engagements to assist clients with enhancing their financial risk management capabilities.
• Developing a client account plan and engaging with a vast client-base within the financial services industry, including banks, development finance institutions, micro-lenders and retailers.

Business Development.

• Develop and maintain relationships with decision makers at key clients
• Contribute to proposal development efforts
• Manage engagement risk and project budget
• Report to Africa USAID account lead partner on key performance metrics – Pipeline & assignments

Team Development.

• Support the development of strong delivery teams, from recruitment, mentoring, on the job development and retention
• Day-to-day management of staff to deliver on assignments and project, as well as perform administrate task over the team management (such as planning, operational matters and budgeting)
• Mentor /coach senior staff with career growth.

Personal Development.

• Involvement in community and office initiatives
• Contribute to thought leadership via at least three activities e.g. articles and speaking at events
• National / local training instructor
• Ensure continuous learning through compliance to 40 Continuous Professional Development (CPA) hours

Risk Management

Ensure 100% compliance to Quality and Risk Management Policies, Standards and Procedures.

Lead- Financial Risk Management

Academic/Professional qualifications and Experience:

• Must have a Master's degree in accounting, business, actuarial science, or related relevant degree course
• Must have a minimum 10 years of experience in a quantitative credit risk-based role.
• FRM (GARP) is an added advantage
• Coding experience is an added advantage.

Technical competencies & Personal attributes:

• Relevant experience within a quantitative credit risk-based role would be desired.
• Well versed in contemporary mathematical / statistical techniques and practices in financial risk management areas (e.g. credit risk modelling, etc.).
• Strong analytical & problem-solving skills, with the ability to proactively engage and consult with others across all levels.
• Must demonstrate strategic insights on client management and engagements.
• Experience of leading teams, coaching and mentoring staff.
• Able to work effectively in a fast-paced environment with conflicting priorities and deadlines.
• Drive market opportunities and engage with clients.
• Strong business writing, report writing, presentation and research skills.
• A high aptitude for learning new approaches and innovation.
• Proven experience in formulating business strategy and growth.
