Technical Compliance Manager
to manage the technical compliance functions, support risk management initiatives, ensure regulatory adherence, and drive continuous improvement in operational standards.

As Technical Compliance Manager, you will be responsible for implementing and managing the firm's compliance frameworks and providing day-to-day oversight of compliance processes. You will work closely with senior stakeholders including the Audit Committee, Audit Compliance Partner, and Managing Partner to support and enhance compliance across the firm.

This role offers flexibility with remote and/or in-office work. Travel is minimal—typically just one visit per office per year—making it an excellent opportunity for professionals seeking a more balanced and collaborative working environment.

Key Responsibilities
Compliance Management & Oversight:

  • Manage and maintain the firm's compliance framework, ensuring regulatory standards are consistently met.
  • Coordinate compliance activity across the firm, including liaising with Responsible Individuals (RIs) and the Compliance team.
  • Support the Audit Compliance Partner and Audit Committee with the implementation and monitoring of compliance initiatives.
  • Monitor and report on compliance performance and support action planning for any areas of concern.
  • Ensure internal stakeholders are kept informed and up to date on compliance expectations and changes.

Technical Advisory & Support

  • Provide expert guidance to client-facing partners and managers on audit standards, financial reporting, anti-money laundering, ethics, and conflicts of interest.
  • Act as the key point of contact for ICAEW compliance-related queries and correspondence.

Quality Assurance & File Review

  • Lead the firm's cold file review process across all offices, ensuring a consistent and robust approach.
  • Conduct hot file reviews and Engagement Quality Reviews (EQRs) in line with professional and internal requirements.
  • Identify areas for improvement in working practices and contribute to the development of more efficient and compliant procedures.

Regulatory Compliance & Reporting

  • Manage the submission of ICAEW Annual Returns for all regulated entities within the firm.
  • Coordinate preparation for ICAEW regulatory visits (audit and non-audit), and support follow-up actions post-visit.
  • Stay informed of changes in legislation and regulation, updating policies and procedures as required.

Training & Continuous Improvement

  • Oversee and coordinate compliance-related training, including induction programs and ongoing CPD.
  • Conduct compliance due diligence as part of acquisition and merger activity.
  • Review and update internal policies, ensuring continuous alignment with best practices and regulatory standards.
  • Monitor outsourced functions to ensure UK compliance obligations are met.

Essential
Skills and Experience

  • Qualified Accountant/Auditor (ACA/ACCA or equivalent).
  • Experience in a technical or compliance-focused role within an accountancy practice.
  • Strong understanding of ICAEW and FRC ethical and regulatory frameworks.
  • Experience conducting file reviews and supporting compliance processes.

Position Summary
The Program and Compliance Manager will play a critical role in the successful delivery of the Sustain Africa Program, ensuring that program activities are executed in line with donor requirements, IFDC policies, and local regulations. The role combines program management, resource mobilization and proposal writing support, oversight with compliance leadership, supporting effective implementation, accountability, and learning across multiple workstreams.

The incumbent will coordinate with program teams including business development, partners, and donors to maintain high-quality implementation, compliance assurance, and risk management, ultimately contributing to Sustain Africa's mission of strengthening food security and resilience across Africa.

Responsibilities

  • Oversee day-to-day implementation of Sustain Africa program activities in collaboration with technical leads and implementing partners;
  • Develop and manage work plans, budgets, and deliverables, coordinate across country offices, regional hubs, and IFDC headquarters, and ensure integration of cross-cutting priorities such as gender, inclusivity, sustainability, and market systems;
  • Ensure compliance donor and IFDC procedures, policies, and processes, oversee planning, progress monitoring, budgeting financial tracking and reporting, and facilitate alignment across work streams;
  • Support in identifying donors, cultivating relationships, writing proposals and grant applications, managing donor reporting, and staying informed about trends in fundraising and development to ensure financial sustainability and growth;
  • Organize project team meetings, coordinate with program partners and donors, and serve as a liaison with internal functions such as audit, communications, HR, finance, and compliance;
  • Review and approve project documents, ensuring accuracy and consistency;

Requirements

  • Master's degree in international development, Business Administration, Project Management, or related field;
  • Minimum of 7–10 years of experience managing large, donor-funded programs, with at least 3 years in compliance-focused roles;
  • Proven track record of working with international donors (USAID, EU, FCDO, BMGF, AGRA, etc.);
  • Strong understanding of program cycle management, compliance frameworks, and risk management;
  • Experience in agriculture, market systems development, or food security programming is an asset;
  • Excellent initiative and proactive leadership, facilitation, and communication skills;
  • Have strong writing, reporting, and analytical skills, quickly adapt to new concepts (e.g., guarantees, pre-financing), apply business thinking and adjust plans to evolving realities;

Reporting and Work Relationships
The Program and Compliance Manager will report to the Executive Director, Sustain Africa Program.

Location
This is a national recruitment with a duty station at the IFDC Nairobi office based in Kenya.

Benefits
IFDC's benefits include annual and sick leave, health and group life insurance coverage, a 13th-month salary, social security and pension contribution in compliance with local laws and end-of-contract benefits.

Salary Clause
The salary grade for this position is BG 10 with a proposed starting salary of KES 478,677 per month.

Qualifications:
  • Bachelor's degree in Law, Business Administration, Finance, or a related field. A Master's degree or relevant professional certification (e.g., CCEP) is highly desirable.
  • Minimum of 7-10 years of experience in compliance, risk management, or legal roles, preferably within a regulated industry.
  • In-depth knowledge of relevant regulatory requirements (e.g., data privacy, financial regulations, industry-specific standards).
  • Proven experience in developing and implementing compliance programs and policies.
  • Strong analytical, problem-solving, and critical thinking skills.
  • Excellent written and verbal communication skills, with the ability to present complex information clearly.
  • High level of integrity, ethical conduct, and discretion.
  • Demonstrated ability to work independently, manage multiple priorities, and meet deadlines in a remote environment.
  • Proficiency in compliance management software and tools.
  • Experience working with entities operating in or regulated within the **Garissa, Garissa, KE** region is a significant asset, though not mandatory for this remote role.
