What we are looking for:

What you will do:
Generic responsibilities:

  • Line management for support managers such as Finance, HR & Admin and Logistics (incl. ICT)
  • Member of the Country Management Group (CMG)
  • Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements
  • Facilitate the support function`s strategic input to the development of the Country Strategy and Plan of Action
  • Provide input on operational support in proposal development, and to coordinate and align operational support with programme plans
  • Responsible for ensuring quality and timely support to project implementation.
  • Facilitate the Master Support Budget, country level budgets and BPO development, including assess and monitor costs and resource allocation needs
  • Responsible for the strategic development of country structures, technical systems, human resource capacity and allocation
  • Responsible for development of new country specific technical SOPs, guidelines and tools
  • Responsible for organisational learning related to programme support
  • Responsible for technical capacity building of support staff

Specific responsibilities:

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly. The line manager drafts the specific responsibilities and sends them to his/her line manager for approval.

  • Ensure support team competency (skills and knowledge) in the implementation of cash-based interventions and market based programmes during emergency, recovery and protracted contexts.
  • Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses.
  • Develop and implement a cost-efficiency strategy by identifying and analysing opportunities for optimisation across both countries; present actionable proposals to the CMGs for approval; and ensure systematic follow-through on agreed measures to achieve measurable reductions in operational costs and improved resource utilisation.

  • Minimum 4 years' experience from a senior management position in a humanitarian/ recovery context

  • Fluency in English, both written and verbal

, a flagship project under Strategic Objective 5 (SO5) advancing self-reliance and durable solutions across NRC's global programmes.

In this role, you'll oversee project planning, coordination, and reporting while ensuring alignment with NRC's strategic goals and donor expectations. Working closely with global, regional, and country teams in Kenya and South Sudan, you'll champion inclusive, systems-change approaches that strengthen local actors and extend impact beyond the household level.

Building on a successful pilot, you'll help influence policy, legislation, and institutional practices, linking community initiatives to national frameworks such as Kenya's Shirika Plan and South Sudan's Solutions Action Plan.

This is a high-profile, global role - ideal for a strategic, adaptive leader who's passionate about innovation, collaboration, and lasting change.

What you will do:
Inclusion as a pathway to self-reliance' project management and coordination

  • Responsible for the implementation and monitoring of the Inclusion as a pathway to self-reliance project funded by IKEA Foundation (including through frequent field visits and field level support).
  • Responsible for building capacity of the project teams in Kenya & South Sudan, ensuring full understanding of the project concept.
  • Serve as the primary contact to the donor, Country Offices, Steering Committee of the project on overall project implementation and progress.
  • Responsible for documenting and disseminating country-level innovation, case studies and lessons learnt through webinars, workshops, etc.
  • Closely work with the MEL focal point, Evidence and Learning Lead, and Global Lead for Self-Reliance and Durable Solutions to support the development, revision and adaptation of tools and methodologies related to Inclusion as Pathway to Self-Reliance, ensuring that indicators, assessments, measurement frameworks and MEAL plans developed are in line with NRC's global framing papers, approach to durable solutions, and MEAL best practises.
  • Responsible for the compilation and dissemination of learnings and best practise from evaluations, pilots and other material across the regions related to the self-reliance pilot.
  • Closely work with Global MEAL Specialist Grants (Self-Reliance) to ensure indicators, assessment tools, measurement frameworks, and MEAL plans developed are in line with the NRC's global framing paper and approach to durable solutions and self-reliance.
  • Responsible for donor reporting and analysis of results tailored to the needs of different audiences.
  • Responsible for the communication of results and the development of recommendations to NRC senior management at various levels.

Development of Technical documents

  • Update and revise the relevant approach documents ensuring learnings from the project are adequately captured and feeding into further developing the approach.
  • In collaboration with the MEL focal point, review and finalise the draft EI barrier assessment tool of NRC ensuring its use in the IKEA project and beyond.

Policy engagement and external representation

  • Represent NRC in engagements with authorities as part of the project objectives seeking to influence and contribute to policy development and operationalisation.
  • Work in collaboration with global and country teams to ensure common messaging and consistent engagement with authorities relevant to the project at all levels.

Fundraising, Partnership Development and Network Engagement

  • Responsible for identifying and mobilising resources in collaboration with HO (external and corporate relations), Regional Teams and COs through private or institutional donors to further develop and expand NRC's durable solutions and self-reliance portfolio.
  • Engage with global partners relevant for durable solutions and self-reliance, including through relevant coordination fora, working groups, and communities of practice.

What you will bring:

  • Minimum 5 years of relevant Manager/Adviser/Coordinator experience in humanitarian and development programs/projects. Preferably on projects contributing to self-reliance and durable solutions
  • Experience in programme development or implementation for humanitarian or development agencies for displacement programs and projects an added advantage
  • Proven track record in managing and coordinating implementation of complex multi-country projects
  • Experience in development or management of projects or programs that support local actors, aim at legal and policy change an added advantage
  • Experience in programme development for humanitarian and development interventions for displaced people an added advantage
  • Experience in drafting and encouraging implementation of policy/strategic guidance, and developing practical tools and resources
  • Experience with engaging with key humanitarian and development stakeholders and authorities
  • Able to represent organisation at a strategic level, and contribute to global policy development with key donors and stakeholders
  • Extensive experience in programme-based advocacy and policy engagement
  • Willingness to travel to high-risk COs (including area offices and field offices)
  • Understanding of and commitment to organisational learning, and the role and contribution of Monitoring,
  • Evaluation and learning to quality management and development
  • Understanding of, and commitment to working collaboratively with technical and operational colleagues within a matrix structure, including capacity building
  • Fluency in English, both written and verbal.
  • Knowledge of and experience working in forced displacement contexts, with experience working in displacement situations in Kenya and South Sudan an asset
  • Experience in humanitarian and development programmes with displaced populations in urban and rural areas
  • Ability to effectively engage with policy processes, including in complex and sensitive contexts
  • Demonstrated experience in working with government (including local and national authorities), local actors, and displaced populations and host communities
  • Strong skills in conceptualising and explaining complex technical issues to field staff and non-technical experts
  • Result-oriented, a team player, exhibiting high levels of enthusiasm and integrity
  • Skills in facilitation of stakeholder engagement/workshops
  • Understanding of and commitment to integrated programming approaches

The purpose of the CALP network is to maximise the potential that humanitarian CVA can bring to people in contexts of crisis, as one component of broader financial assistance. What you will do:

The Regional Representative maintains and develops a thriving network, creating impact by convening, facilitating and harnessing diverse voices, representing, advocating and influencing for action, in service of CALP's vision and goals. The role plays a pivotal part in furthering CALP's strategic aims and really delivering on our commitments to members and the wider humanitarian community.

Roles And Responsibilities
Networking and policy engagement

  • Lead on policy engagement in the region.
  • Establish and maintain spheres of influence among CVA actors and beyond, including engagement with donors, international finance institutions and regional bodies.
  • Establish and strengthen strategic relationships, partnerships and alliances within the network and amplify conversations within and beyond the region.
  • Convene members and others to identify key issues, explore the implications of emerging trends and issues, generate evidence and learning and foster shared approaches.
  • Enable working group development, provide support, governance and facilitation; co-create events.
  • Utilise social media to horizon scan, engage and promote CALP's work.
  • Facilitate, engage with, mobilise and help grow the membership.

Programme management

  • Strategically lead CALP's work in the region and lead on some thematic initiatives with global reach.
  • Accountable for network development in the region – fostering the development of a vibrant network and driving strategic opportunities, increasing impact through collective action.
  • Accountable for the regional programme portfolio.

Fundraising and grant management

  • Develop regionally based fundraising opportunities and lead/contribute to new proposal development for CALP as a whole
  • Manage donor relationships on the programmatic/technical level and oversee grant management, with support/advice from CALP's donor relations lead.
  • Manage hosting relationships and systems at the regional level.

Organisational development

  • Contribute to collective leadership as a senior manager
  • Provide management support for and foster personal development of team member(s)
  • Ensure extensive cross-fertilization of ideas across all aspects of CALP's work

What you will bring

Skills And Competencies
Essential:

  • At least five or seven years in senior management experience, including strategy development, planning, delivery, and representation in an aid context.
  • Master's degree or equivalent qualification in an appropriate technical field, or equivalent level of professional experience.
  • Experience and professionalism in networking to engage and influence with senior actors across the humanitarian system.
  • Understanding of Cash and Voucher Assistance (CVA) in a humanitarian context in the region, and associated opportunities, complexities and politics.
  • Strong understanding of the international humanitarian system at regional and global levels, and linkages with government bodies, including current debates.
  • Highly proactive and pragmatic leadership, problem solving and delivery, able to identify high impact priorities, allocate resources and achieve significant results with limited support.
  • Detailed understanding of the regional/countries' (particularly Somalia, Sudan and South Sudan) contexts.
  • Strong project management and people management skills.
  • Financial management and compliance management experience and skills.
  • Excellent communication and facilitation skills, including in written and spoken English.
  • Strong decision maker who operates with integrity.
  • Experience with major humanitarian donor grant management and reporting procedures.
  • Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts and individual team members.

Desirable:

  • Proficiency in French and/or Portuguese.
  • Experience of leading inter-agency initiatives.
  • Experience of working in a virtual network or remote team.
