The Opportunity
The Director, Advocacy and Strategic Partnerships is a key member of the Senior Leadership Team (SLT), working closely with the Country Director to develop, implement, and evaluate the organization's policy, advocacy, and partnership strategies for Kenya. The role involves acting as a highly visible external representative, engaging with government officials, development partners (donors), and other stakeholders to advance Living Goods' priorities and enhance its visibility and influence. Your Role
As The Senior Program Officer (SPO), Program Advocacy & Communications (PAC) - Africa You Will Be Key In Advancing Policy And Advocacy Priorities That Support The Foundation's Programmatic Goals. - Support the work of the ARO health team in optimizing the role of Health Transformation Units (HTUs) in national and subnational planning and budgeting processes, working to strengthen their capacity to influence resource allocation and execution.
- Provide policy leadership on health sector financing, advising on opportunities to enhance domestic resource mobilization, improve budget execution, and integrate evidence into decision-making processes.

What You'll Do
Policy, Advocacy & Communications
- Contribute to continental, regional and country advocacy strategy development processes, working closely with colleagues to ensure input from a range of Africa Regional Office (ARO), Program Strategy, and GPA teams to develop strategy materials with advocacy lens.
- Ensure Africa Team feedback is reflected in Global PAC strategies.
- Support efforts to improve regional consultant support model in support of in-country intelligence gathering, structure/streamline document templates, services we can lean-on with consultants, sharing learnings across foundation teams, etc.
- Develop and manage Africa Team cross-cutting investments as needed (regional bodies, gender etc.).

Experience / Ideal Profile
- The ideal candidate should hold an advanced degree in Public Policy, Finance, Budget and Planning, Public Health, or Economics, and bring at least 10 years of professional experience. Their background should ideally blend service in the public or non-profit sector with exposure to the private sector. They must also have substantial experience working in the Global South, with a strong grasp of sub-Saharan Africa's political economy, including national and regional dynamics, key stakeholders, and potential avenues for reform.
- Expertise spanning global development policy and advocacy, with a history of working effectively with governments, civil society organizations, the private sector, coalitions, and the media. You will have conceived, designed, and managed advocacy strategies and programs in health, agriculture, and/or financial services for the poor, and are adept at navigating relationships with major donors and multilateral institutions.
- Reform enabler who blends strategic insight, political acumen, and delivery discipline, having operated at the highest levels of government and international development, guiding politically sensitive yet transformative health system and financing reforms. Equally comfortable in a cabinet meeting discussing budget execution or in a technical working group refining performance metrics. Job Description
The National Advocacy Coordinator will lead policy advocacy work-planning, strategy development, and implementation by the partners (youth-led grassroots organizations) and lead policy advocacy, monitoring, evaluation, and learning capacity strengthening, formation of a youth Led coalition, spearhead Meaningful Youth Engagement (MYE), and oversee relationships with Government agencies and partners at the country level. The role will focus on advancing tobacco control priorities in line with national, regional, and global frameworks, including the WHO Framework Convention on Tobacco Control (FCTC). This role holder will report to the Regional Programme Lead - Youth In Action based in Amref Health Africa.
Key Duties and Responsibilities:
Policy Advocacy, MEL and Technical support
- Provide facilitation support and mentorship to youth-led organizations at the country level in developing effective Tobacco control advocacy strategies and pursuing common advocacy goals and priorities
- Lead in the establishment of National youth-led coalitions, developing selection criteria and TORs and supporting the youth-led organizations to implement common advocacy priorities on tobacco control
- Support youth-led organizations in drafting policy briefs and policy submissions related to their advocacy strategies
- Support youth-led organizations and coalitions to develop a policy advocacy capacity strengthening plan
- Organize and facilitate trainings on advocacy and MEL to youth-led organizations and coalitions
- Support youth-led organizations in the development of the advocacy MEL framework for outcome harvesting of advocacy wins
Country and Community P
artnerships
- Serve as the primary liaison with youth advocacy and policymaker partners at the national level in Kenya
- Ensure communication with and among partners on project activities at country level
- Manage and ensure timely delivery of contracted activities by partners (youth-led organizations)
Partners' Engagement and Project Coordination
- Serve as a connector and facilitator of partner engagement with policymakers at the country level
- Seek ways to inform and engage policymakers in youth-led advocacy engagement efforts
- Organize and facilitate the coalition's monthly progress meeting
- Support in the coordination of baseline, midline and end line assessments and analyze and share the results with the partners and other stakeholders
Administration and Reporting
- Offer finance and administration oversight to project work at country level and with country youth-led organizations
- Develop timely and accurate reports of field , country activities and donor reports
- Support the youth-led organizations to prepare and submit high-quality financial and programmatic reports on time
Qualifications
Education and Experience
- A Degree in Community Development, Public Policy or related Social Sciences.
- At least 3 years of experience working with and building the capacity of grassroots organizations in advocacy strategy development and implementation in Kenya
- At least 3 years of experience in youth engagement in the health sector.
- Experience working with youth initiatives/programmes in tobacco control advocacy
