To bring high-quality healthcare door to door, we've partnered with African governments to ensure that community health workers (CHWs) have the tools, support, and knowledge they need to save lives. We focus on ensuring CHWs are treated as essential health workers who should be digitized, equipped, supervised, and compensated—so they can make the greatest impact—and harness community-level data to transform health systems. In 2023 we supported over 12,000 CHWs, impacting more than 6 million people across Kenya, Uganda, and Burkina Faso.

The Opportunity
The Director, Advocacy and Strategic Partnerships is a key member of the Senior Leadership Team (SLT), working closely with the Country Director to develop, implement, and evaluate the organization's policy, advocacy, and partnership strategies for Kenya. The role involves acting as a highly visible external representative, engaging with government officials, development partners (donors), and other stakeholders to advance Living Goods' priorities and enhance its visibility and influence. The Director is responsible for managing and supervising all advocacy and government relations in Kenya and will lead a cross-functional team focused on advocacy, community health systems strengthening, health financing and resource mobilization The Director will also work closely with the Global Business Development, Advocacy, and Communications teams across Kenya, Uganda, Burkina Faso and the United States to optimize strategic and operational synergies.

Roles And Responsibilities

  • Collaborate with the Country Director and cross-functional teams to develop and execute the Living Goods Kenya policy, advocacy and partnerships strategy to advance community health system strengthening through the integration of a professionalized, high-quality community health workforce.
  • Lead & coordinate policy development and influencing efforts at local and national levels to advance the adoption of sustainable, high-impact community health strategies that incorporate a professionalized community health workforce.
  • Develop and deploy strategic communications and compelling advocacy messages to advance Living Goods' advocacy priorities, leveraging the organization's evidence and learnings.
  • Lead the country health financing function to mobilize resources for community health programming by supporting the costing, budgeting, and operationalization of community health investments by government, ensuring alignment with Kenya's health priorities and LG's model.
  • Drive domestic resource mobilization efforts by engaging with key government ministries and partners to influence policy and budget decisions, strengthen integration of community health into national and county health financing frameworks, and secure sustainable public funding for community health programming.
  • Provide oversight and management of strategic partnerships with stakeholders, including government agencies, donors, and health implementing partners, to influence stakeholder priorities and advance LG's advocacy and resource mobilization objectives.
  • Serve as a strategic external representative of LG, including in high-level meetings and forums, promoting and effectively communicating our approach to enhance thought leadership and position the organization as a trusted partner to government and priority stakeholders.
  • Contribute to the shaping of donor pitches and proposals and ensuring cohesive messaging across the organization.
  • Ensure quick, responsive, and high-quality support and information are provided to LG's key external and internal stakeholders, maintaining clear and effective communication channels.
  • Foster close collaborative partnerships with all relevant departments within LG, optimizing synergies and promoting strong partnerships between the Advocacy and Strategic Partnerships Department and other departments.
  • Coordinate with in country and global business development colleagues on the implementation of donor engagement plans, including direct participation in meetings with donors and partners, and contributing to strategic preparation materials.
  • Lead and provide guidance to the Advocacy and Strategic Partnerships team, enhancing their motivation, creativity, and productivity, while also managing team performance and overseeing the utilization of leave and other resources.
  • Lead the planning, budgeting, and implementation of Advocacy and Strategic Partnerships activities in accordance with donor policies and LG's core values, ensuring that activities are delivered within budget and that accurate and timely financial accountability is maintained.

Education And Experience

  • Master's degree in public health or related field from a recognized university
  • Bachelor's degree in medical, Public Health or related field
  • At least 10 years of experience working in government, advocacy and/or public affairs aimed at influencing policy change in Kenya (national or sub-national), preferably related to health.
  • Experience in high-level advocacy engagements, influencing or contributing to national policies and strategies and funding
  • Proven track record of securing strategic partnerships and funding for health and/or development programs.
  • Experience in strategic communications, including media engagement

  • Support the work of the ARO health team in optimizing the role of Health Transformation Units (HTUs) in national and subnational planning and budgeting processes, working to strengthen their capacity to influence resource allocation and execution.
  • Provide policy leadership on health sector financing, advising on opportunities to enhance domestic resource mobilization, improve budget execution, and integrate evidence into decision-making processes.
  • Coordinate cross-team engagements to ensure that the foundation's health financing and planning investments are coherent, responsive to country needs, and leverage partnerships with governments, development partners, and civil society.
  • Drive advocacy strategies that promote sustainable and efficient health financing reforms, ensuring African voices and priorities are central in global, regional, and country-level policy discussions.

You will support the development of regional and country advocacy strategies to achieve goals in child survival, reducing maternal mortality, and eliminating infectious diseases; oversee grant making and management; and coordinate leadership engagements and trips.

In addition, you will lead the portfolio on Africa's institutions and bodies, manage the foundation's coordination with them, oversee policy and advocacy investments in collaboration with GPA colleagues, and ensure Africa PAC perspectives are integrated into foundation initiatives.

What You'll Do
Policy, Advocacy & Communications

  • Contribute to continental, regional and country advocacy strategy development processes, working closely with colleagues to ensure input from a range of Africa Regional Office (ARO), Program Strategy, and GPA teams to develop strategy materials with advocacy lens.
  • Ensure Africa Team feedback is reflected in Global PAC strategies.
  • Support efforts to improve regional consultant support model in support of in-country intelligence gathering, structure/streamline document templates, services we can lean-on with consultants, sharing learnings across foundation teams, etc.
  • Develop and manage Africa Team cross-cutting investments as needed (regional bodies, gender etc.).
  • Support and track direct engagement opportunities, including partner and grantee calls.

Global Policy & Advocacy liaison

  • Represent Africa PAC in GPA meetings and maintain relationships with relevant GPA colleagues.
  • Lead monthly alignment meetings between GPA and the Africa PGRP team.
  • Provide oversight and coordination of advocacy investments in Africa, including coordination of Africa Team inputs/concepts for pooled funding and coordination with PAC colleagues on joint investment opportunities.
  • Act as secondary Program Officer for investments in selected countries in Africa.

Leadership Engagement and Annual Planning

  • Coordinate and prepare annual leadership trip submissions, socialize and incorporate feedback to Africa Team (regional/multi-country) on advocacy and policy opportunities.
  • Liaise with other foundation teams to coordinate/align leadership asks.

Regional Platforms for Scale Advocacy & Comms Support and Engagement

  • Develop strategy and manage related investments with regional bodies.
  • Manage ongoing discussions with program teams and GPA on AU engagement.
  • Manage internal AU coordination, including quarterly meetings and follow-up.
  • Support other Africa Team's AU and regional institution engagements on policy and advocacy efforts.

Communications

  • Support issue-specific communications, in service of advocacy goals; and work closely with Communications Leads in the global PAC Team.
  • Also work with the Africa Team Communications Lead(s) on broader reputational or leadership related communications activities and visits.

Experience / Ideal Profile

  • The ideal candidate should hold an advanced degree in Public Policy, Finance, Budget and Planning, Public Health, or Economics, and bring at least 10 years of professional experience. Their background should ideally blend service in the public or non-profit sector with exposure to the private sector. They must also have substantial experience working in the Global South, with a strong grasp of sub-Saharan Africa's political economy, including national and regional dynamics, key stakeholders, and potential avenues for reform.
  • Expertise spanning global development policy and advocacy, with a history of working effectively with governments, civil society organizations, the private sector, coalitions, and the media. You will have conceived, designed, and managed advocacy strategies and programs in health, agriculture, and/or financial services for the poor, and are adept at navigating relationships with major donors and multilateral institutions.
  • Reform enabler who blends strategic insight, political acumen, and delivery discipline, having operated at the highest levels of government and international development, guiding politically sensitive yet transformative health system and financing reforms. Equally comfortable in a cabinet meeting discussing budget execution or in a technical working group refining performance metrics. You will know how to frame reforms, so they are embraced as nationally owned investments in equity and efficiency, rather than externally imposed donor mandates.
  • Proven ability to mobilize coalitions, align diverse partners behind a single government-led plan, and deploy philanthropic investments to catalyze reforms that optimize resources and talent toward the highest-impact priorities. Above all, possess the cultural sensitivity, resilience, and track record of delivery required to help governments make the tough but necessary reform choices that will shape the future of African health systems in an era of constrained funding.
  • Demonstrated skill in crafting strategic advocacy and communications portfolios, strengthening partner capacity, and building communications, media, or donor partnerships. This requires experience in fast-paced environments where individuals have effectively managed various tasks and adjusted to changing situations. With strong initiative, organizational skills, and the ability to work autonomously and cross-functionally, they maintain flexibility while delivering results.
  • Exceptional interpersonal and group communication skills, the ability to synthesize complex information into compelling senior leadership briefings, and excellent writing and communication capabilities in English.

Job Description

The National Advocacy Coordinator will lead policy advocacy work-planning, strategy development, and implementation by the partners (youth-led grassroots organizations) and lead policy advocacy, monitoring, evaluation, and learning capacity strengthening, formation of a youth Led coalition, spearhead Meaningful Youth Engagement (MYE), and oversee relationships with Government agencies and partners at the country level. The role will focus on advancing tobacco control priorities in line with national, regional, and global frameworks, including the WHO Framework Convention on Tobacco Control (FCTC). This role holder will report to the Regional Programme Lead - Youth In Action based in Amref Health Africa.

Key Duties and Responsibilities:

Policy Advocacy, MEL and Technical support

  • Provide facilitation support and mentorship to youth-led organizations at the country level in developing effective Tobacco control advocacy strategies and pursuing common advocacy goals and priorities
  • Lead in the establishment of National youth-led coalitions, developing selection criteria and TORs and supporting the youth-led organizations to implement common advocacy priorities on tobacco control
  • Support youth-led organizations in drafting policy briefs and policy submissions related to their advocacy strategies
  • Support youth-led organizations and coalitions to develop a policy advocacy capacity strengthening plan
  • Organize and facilitate trainings on advocacy and MEL to youth-led organizations and coalitions
  • Support youth-led organizations in the development of the advocacy MEL framework for outcome harvesting of advocacy wins

Country and Community P
artnerships

  • Serve as the primary liaison with youth advocacy and policymaker partners at the national level in Kenya
  • Ensure communication with and among partners on project activities at country level
  • Manage and ensure timely delivery of contracted activities by partners (youth-led organizations)

Partners' Engagement and Project Coordination

  • Serve as a connector and facilitator of partner engagement with policymakers at the country level
  • Seek ways to inform and engage policymakers in youth-led advocacy engagement efforts
  • Organize and facilitate the coalition's monthly progress meeting
  • Support in the coordination of baseline, midline and end line assessments and analyze and share the results with the partners and other stakeholders

Administration and Reporting

  • Offer finance and administration oversight to project work at country level and with country youth-led organizations
  • Develop timely and accurate reports of field , country activities and donor reports
  • Support the youth-led organizations to prepare and submit high-quality financial and programmatic reports on time

Qualifications

Education and Experience

  • A Degree in Community Development, Public Policy or related Social Sciences.
  • At least 3 years of experience working with and building the capacity of grassroots organizations in advocacy strategy development and implementation in Kenya
  • At least 3 years of experience in youth engagement in the health sector.
  • Experience working with youth initiatives/programmes in tobacco control advocacy
