The Solar Pledge East Africa (SPEA) project is a pilot project of the Solar Pledge East Africa Programme implemented by horizont3000.
Launched in June 2023, in Kampala, the SPEA project contributes to the achievement of the SDGs, in particular SDG 7, 13 as well as Laudato Si and the National Development Plans of Uganda and Kenya.
The Project encompasses three key areas: 1) Awareness raising on climate action and the energy nexus, 2) Capacity Building for dioceses in renewable energy planning and providing direct support for solar system repair, and 3) upscaling and installation of solar systems.
The SPEA Pilot 03-year project is implemented in collaboration with 02 partners: 1) the Archdiocese of Gulu in Uganda and the Diocese of Lodwar in Kenya, for the first three years.
Purpose of the Consultancy:

Main Objective
To increase diocesan staff and teams’ knowledge and awareness of renewable energy technologies with a focus on solar energy, and to sensitize them about opportunities, benefits, and challenges for adoption in their institutions within East Africa.
Specific objectives
To build diocesan staff and teams’ understanding of the renewable energy landscape in East Africa, with a focus on Kenya and Uganda.
To familiarize diocesan staff with different renewable energy options and their relevance for church institutions.
To strengthen knowledge of solar energy technologies, their benefits, and practical applications in diocesan operations.
To raise awareness of the opportunities and challenges in adopting renewable energy solutions.
To ensure that the training builds on previous diocesan-level trainings conducted under the SPEA project, consolidating past learning and addressing identified knowledge gaps.
To generate inputs that will directly inform the diocesan renewable energy strategies which are currently under development (Gulu) or planned (Lodwar).
3. Scope of Work
The trainer is expected to carry out the following tasks:
Presentations
The consultant will design a clear, well structured PowerPoint or equivalent training material tailored to the objectives of the session. The presentation should be engaging, visually appealing, and adapted to a hybrid learning environment.By reviewing the content of previous diocesan-level trainings, the workshop design should build on existing knowledge and avoid repeating topics already covered in depth, while placing emphasis on new aspects and areas requiring further exploration. In addition to the technical aspects of renewable energy (with a focus on solar), the consultant should also highlight practical institutional planning dimensions such as energy audits, financing options, and operation & maintenance (O&M) considerations, so that the session contributes directly to diocesan renewable energy strategies.
Workshop Planning and Preparation
Engage with diocesan teams and discuss on the training needs.
Develop training materials covering renewable energy options, solar technologies, regional trends, policies, and case studies.
Workshop Facilitation
Conduct interactive sessions for diocesan staff, using presentations, group discussions, and practical examples.
Highlight the renewable energy landscape in East Africa, emphasizing trends, policies, incentives, and market opportunities.
Provide in-depth sessions on solar energy technologies, benefits, and practical applications in diocesan institutions.
Discuss financial, technical, and policy challenges affecting renewable energy adoption and potential strategies to address them.
Knowledge Sharing
Engage participants in identifying the potential benefits of renewable energy for their institutions.
Encourage participants to reflect on how solar and other renewable energy sources could enhance sustainability, cost savings, and service delivery.
Facilitate structured group discussions where participants identify institutional energy priorities, opportunities, and constraints, producing draft elements and action points that can serve as inputs for diocesan renewable energy strategies.
Reporting and Follow-up
Document workshop proceedings, key insights, and participant feedback.
Prepare a workshop report summarizing outcomes, lessons learned, and recommendations.
Consolidate and present participants’ identified institutional energy priorities, opportunities, , so that the dioceses can directly use these inputs for their Renewable Energy Strategy development processes.
4. Methodology /Implementation of the Training
he training is expected to be highly interactive, engaging both in-person and virtual participants. The consultant will deliver the session physically from the Regional Office, with some participants attending onsite while others join online. The methodology should combine short presentations, group discussions, health breaks, practical examples, and Q&A sessions.
The consultant will be required to use participatory approaches and relevant digital tools to ensure active involvement of all participants, regardless of mode of attendance.
Applicants are requested to propose a detailed methodology in their technical proposal, outlining how they will effectively deliver the 5-hour hybrid training from the Regional Office.
5. Deliverables
The consultant will provide the following deliverables:
An Inception report with detailed methodology, workplan and schedule for completing the assignment, including a short summary of how the training will build on previous diocesan-level trainings.
Deliver visually engaging slides via Zoom or Teams covering renewable energy trends, policies, and incentives in East Africa.
Facilitate small group discussions on institutional energy use, opportunities, and barriers, with groups reporting back to the main session.
Share short videos and examples of renewable energy applications, with a focus on solar solutions in similar institutions.
Use live polls or quizzes to engage participants and gauge understanding throughout the session.
Allocate time for questions and experience-sharing to promote peer learning among participants
Conclude with discussion summarizing key takeaways, emphasizing solar as a priority solution, and providing further resources.
A comprehensive training report, including a summary of content delivered, participant feedback, key lessons and recommendations for future capacity-building. The report should be submitted within 5 working days after the training. An annex to the training report consolidating diocesan-level inputs for Renewable Energy Strategies (institutional energy priorities, challenges, opportunities, and proposed actions).
6. Duration of the Training
The online workshop will be conducted in 5 hours with health breaks inclusive. The last two hours will be for the after lunch session.
7. Target Participants/ Audience
Diocesan staff, horizont3000 staff and other horizont3000 partner teams from Uganda and Kenya. The training will build on knowledge and skills acquired in earlier diocesan-level trainings and will serve as a bridge towards the development of diocesan renewable energy strategies. Takeaway will be important for the Renewable Energy strategy.
8. Trainer Qualifications and Experience
The ideal consultant should have the following qualifications:
Experience: he/she should have a solid background in renewable energy technologies, environmental management practices, and sustainable development frameworks. He/she should have worked on such projects, ideally in Africa or in developing countries with similar energy needs.
Knowledge: Should be well-versed in energy policies, sustainable energy systems, and the practical challenges and solutions that exist in the energy sector. A good understanding of both technological and social aspects of renewable energy implementation is essential.
Trainer/Facilitator: Should have experience designing and conducting interactive online workshops and presentations. This could involve using digital tools (e.g., Zoom, Mentimeter, Kahoot, Google Meet) to create engaging and dynamic learning experiences.
Pedagogical Skills: Beyond just technical knowledge, he/she should be adept at communicating complex topics in simple, engaging ways. Experience in creating interactive content like quizzes, and discussions is important to ensure participants are not passive listeners.
Technology Savvy: The consultant should be comfortable with virtual platforms and interactive software tools. He/she should be able to make the online learning experience seamless and engaging for the participants.
Application in Uganda and Kenya: Knowledge of the local contexts in Kenya and Uganda; this includes understanding energy access challenges, government policies, and local stakeholders, as well as the potential for scaling renewable energy solutions, insights into how renewable energy technologies and how it can be adapted to local needs and constraints, particularly in rural or underdeveloped areas.
Strong Communication Skills: The consultant should be able to present ideas clearly and effectively to the diverse audiences.
8. Consultant fees (Budget)
Applications should not exceed UGX 2,500,000. This amount is inclusive of all professional fees, travel, statutory taxes, and other incidental expenses related to the consultancy.
