Project Manager – Biometric Solutions (ABIS/AFIS)

Job Purpose

The Project Manager will oversee the planning, execution, and successful delivery of biometric technology projects, with a strong focus on Automated Biometric Identification Systems (ABIS) and Automated Fingerprint Identification Systems (AFIS). The role requires hands-on experience in managing large-scale biometric implementations, especially within Banking and National ID programs. The candidate will ensure end-to-end project lifecycle management, client engagement, risk management, and compliance with contractual, regulatory, and technical standards.

Key Responsibilities

Project Planning & Execution

· Define project scope, deliverables, and success metrics in line with business and contractual objectives.

· Develop detailed project plans, schedules, and resource allocation.

· Lead project initiation/kick-off meetings, ensuring all stakeholders understand objectives and timelines.

Stakeholder & Client Management

· Act as the primary interface with clients, vendors, and internal teams.

· Conduct regular review meetings with banks, government agencies, and technology partners.

· Manage stakeholder expectations and ensure adherence to quality and compliance requirements.

Technical Oversight

· Oversee deployment and integration of ABIS/AFIS solutions with core banking, national ID registries, and other related platforms.

· Ensure biometric solutions meet performance benchmarks, interoperability standards, and data protection regulations.

· Collaborate with solution architects, engineers, and vendors to validate system design and deployment strategies.

Risk & Issue Management

· Identify and proactively mitigate risks related to technology, data security, and project timelines.

· Maintain risk registers, change control logs, and issue resolution frameworks.

Financial & Contract Management

· Track project budgets, invoices, and billing milestones.

· Prepare progress updates, executive dashboards, and financial forecasts for senior management.

Team Leadership & Coordination

· Lead and mentor multi-disciplinary project teams (developers, biometric engineers, QA testers, deployment specialists).

· Foster a culture of accountability, collaboration, and delivery excellence.

Qualifications & Experience

Education

· Bachelor's degree in Computer Science, IT, Engineering, or a related discipline.

· PMP, PRINCE2, or equivalent project management certification preferred.

Experience

· –10 years of project management experience, with minimum 3–5 years in biometric solutions (ABIS/AFIS, fingerprint, facial, or iris recognition).

· Direct involvement in at least one large-scale ABIS implementation for Banks or National ID projects.

· Proven ability to manage complex government or financial sector projects involving biometric technologies.

Skills & Competencies

· Strong leadership, negotiation, and communication skills with senior stakeholders.

· Proficiency in project management tools (MS Project, Jira, Trello, etc.).

· Knowledge of biometric modalities, matching algorithms, global standards, certifications, and system integration requirements.

· Excellent analytical and problem-solving skills with the ability to manage multiple projects simultaneously.

· Delivery of biometric projects on time, within scope, and budget.

• Design and implement secure cloud infrastructure architectures (AWS, Azure, GCP) and hybrid environments.
• Develop and enforce comprehensive network security policies, standards, and procedures.
• Architect and deploy security solutions for firewalls, intrusion detection/prevention systems (IDPS), VPNs, WAFs, and endpoint security.
• Conduct security risk assessments, vulnerability analysis, and penetration testing, and develop remediation strategies.
• Design and oversee the implementation of identity and access management (IAM) solutions, including multi-factor authentication (MFA) and single sign-on (SSO).
• Develop and implement security monitoring and incident response plans.
• Collaborate with IT operations, development teams, and business units in a remote setting to integrate security into all aspects of the organization.
• Stay abreast of the latest cybersecurity threats, vulnerabilities, and technologies, and proactively adapt security measures.
• Lead security architecture reviews and provide expert guidance on security best practices.
• Develop and maintain security documentation, including architecture diagrams, security policies, and incident response playbooks.
• Mentor and guide junior security analysts and engineers, fostering their technical growth.
• Manage security projects, ensuring timely and effective implementation of security initiatives.
• Evaluate and recommend new security technologies and solutions.
• Contribute to the development of the organization's overall cybersecurity strategy.
• Ensure compliance with relevant data protection regulations and industry standards (e.g., GDPR, ISO 27001, NIST).

• Bachelor's degree in Computer Science, Information Technology, Cybersecurity, or a related field. Master's degree or equivalent experience highly preferred.
• Minimum of 8 years of progressive experience in information security, with a strong focus on security architecture and design.
• Proven expertise in designing and implementing secure cloud environments (AWS, Azure, GCP) and related security services.
• In-depth knowledge of network security principles, protocols, and technologies (TCP/IP, DNS, routing, switching, firewalls, VPNs).
• Experience with security assessment tools and methodologies, including vulnerability scanning and penetration testing.
• Strong understanding of IAM principles and technologies.
• Familiarity with security frameworks and compliance standards (NIST, ISO 27001, PCI DSS).
• Excellent analytical, problem-solving, and critical thinking skills.
• Exceptional communication, collaboration, and presentation skills, essential for remote work.
• Ability to work independently, manage priorities, and lead complex security initiatives.
• Relevant certifications such as CISSP, CISM, CCSP, or cloud-specific security certifications are highly desirable.
• Experience with security incident response and forensics is a plus.
• Familiarity with scripting languages (e.g., Python, PowerShell) for automation is advantageous.

Job Summary:

Roles and responsibilities:

Security Architecture & Design

Develop, document, and maintain the enterprise security architecture, ensuring alignment with business goals and IT strategy.

Implementation & Operations

Incident Response & Monitoring

Act as a key technicallead in the detection, response, and recovery from security incidents.

Conduct post-incident analysis to strengthen defences.

Collaboration & Reporting

Work closely with the outsourced CISO to align on security strategy and initiatives. Provide security status updates, risk assessments, and recommendations to the CIO. Partner with IT operations, development teams, and business units to embed security in all projects.

Qualifications:

• Bachelor's degreein Computer Science,Information Technology, Cybersecurity, or related field. Security certifications preferred (e.g., CISSP, CISM, CEH, CompTIA Security+, CCSP).
• Atleast 3+ years of relevant work experience as information security roles, with strong exposure to security architecture or engineering.
• Hands-on experience with security technologies (firewalls, SIEM, endpoint security, vulnerability scanners).
• Knowledge of cloud security (AWS, Azu1'e), network security, and application security best practices.
• Proven track record of working within a governance and compliance framework. Skills:
