Market Dialogue on AI- Enabled Public Health Surveillance and Early Response Project
(To understand the existing and Emerging AI Technologies, and the feasibility of their integration into the existing CBS and early response system)
1. Background and Introduction
The Kenya Red Cross Society (KRCS), in its role as an auxiliary to public health authorities and as the lead health delivery partner in Kalobeyei and Dadaab refugee operations under UNHCR, has been at the forefront of responding to public health emergencies in complex humanitarian contexts. These settings are characterized by overcrowding, inadequate water and sanitation infrastructure, limited healthcare access, and frequent cross-border movement, resulting in heightened vulnerability to epidemic-prone diseases.
While surveillance mechanisms such as Community-Based Surveillance (CBS), Electronic Medical Records (EMRs), and the Integrated Disease Surveillance and Response (IDSR) framework (both CBS and EMR are standalone electronic systems) are in place, these systems face several limitations. These include delays in flagging of potential outbreak/upsurge of disease conditions through the EMR and data reporting, lack of integration of CBS and EMR surveillance data, inefficient triaging and verification processes, and lack of potential prediction capabilities of potential outbreaks hence the gaps in timely and efficient outbreak managements. Emerging diseases and sudden outbreaks continue to pose significant threats due to the absence of timely, integrated, and actionable health surveillance intelligence, hence delayed response
To address these gaps, KRCS is exploring the integration of CBS and EMR data, and the use of Artificial Intelligence (AI) to analyze datasets from the integrated system to assist in timely alerts and response. AI has the potential to improve prevention, early detection, complement alert verification through an automated process, and strengthen rapid response systems by leveraging real-time data from both community and health facility sources.
To inform this strategic direction, KRCS is initiating a structured Market Dialogue and Ideation Process with relevant technology providers, public health and AI experts, and humanitarian innovation stakeholders.
2. Purpose of the Market Dialogue
The purpose of the market dialogue is to engage health technology and AI solution providers, health technology stakeholders, and subject matter experts in a structured consultation process to properly present the need / challenge we want to solve, explore
potential solutions, market insights and inform final call for proposal specifications to ensure highest value for money. The open market dialogue is aimed at providing insights which shall inform the call for proposal requesting the adoption of a system/ solution that will necessitate timely tailored response mechanisms in refugee and underserved settings, identify existing and emerging solutions, co-create potential models, and generate actionable insights to inform the design and procurement of a fit-for-purpose integrated system, which also has a component of AI to help analyze data sets for timely alerts and response.

3. Objectives
• To understand the current landscape of AI and digital health solutions applicable to public health surveillance and response, especially in low-resource and humanitarian settings.
• To co-create ideas and conceptual models for AI integration into interlinked CBS and EMR platforms and the use for more effective and efficient response measures through facilitated ideation sessions.
• To assess technical, operational, ethical, and financial considerations related to the deployment of AI-enhanced surveillance and response systems.
• To inform the subsequent development of a detailed use case, performance-based specification, and request for proposals or partnerships.
4. Scope and Methodology.
Interested technical providers will be invited to submit expressions of interest through a simple registration process. Candidates will be selected through a simple criterion provided under section 10. A pool of selected entrants will be invited to participate in the Market dialogue virtually (for entrants not in Nairobi) and physically (entrants within Nairobi). The entrants will be communicated on how their inputs/ insights will be used to develop
the integrated system. The process of the EOI and criteria for selection have been provided under section 10. The non-attendance of the entrants will not affect their ability to deliver an offer and chances of being contracted to provide the CBS/EMR and response system interoperable AI solution. Additionally, all the suppliers will access the same information, minimizing private or informal influence.
The market dialogue will be conducted through a Group ideation workshop format.
Phase 1: Group Ideation Workshop(s)
A structured workshop will bring together all interested vendors, health sector actors, and KRCS technical teams. Depending on the preferences and geographical availability we will invite to a physical/ and or virtual workshop. This session will present the surveillance and response context (including CBS assessment and protocol as well as the needs assessment outcome, KRCS objectives, and key design challenges. It will feature facilitated breakout discussions focused on AI modeling, data integration, community-based systems, and health facility surveillance and response to public health risks. The session will be designed to ensure open exchange of ideas, shared understanding, and identification of common opportunities and constraints.
Phase 2: Individual Vendor Consultations (One-on-One Sessions) Following the ideation session, KRCS will hold separate, confidential one-on-one discussions with each of the interested technology providers. These sessions will allow for deeper exploration of proposed solutions, demonstrations of technology capabilities, and discussion of implementation feasibility, integration approaches, resource needs, and ethical considerations. Each session will follow a standardized question guide and will be documented to inform the final report which will be shared with all providers (without disclosing any confidential supplier information). The final report will be used to inform the approach that KRCS will consider for the implementation of the project and subsequently the Request for Quotations for implementation.
5. Deliverables from the Market dialogue
• A summary report detailing the context, design challenges, user needs and insights from the group session and vendor consultations.
• Scoping out of existing and emerging AI solutions and their alignment with KRCS and Ministry of Health (MOH) priority areas in surveillance and response function.
• A synthesized set of technical and operational recommendations for AI integration into CBS and EMR systems and response mechanisms, and any other available data sources.
• A draft report to inform the development of the Request for Proposals for system development and implementation.
6. Oversight and Coordination
The market dialogue will be coordinated by the Kenya Red Cross Society’s Digital Transformation, Innovations, Data, and Public Health in Emergency teams, with potential technical facilitation support from external innovation or digital health advisors and partners like Ministry of Health and the Norwegian Red Cross. All vendor engagements will be conducted in accordance with KRCS's principles of fairness, neutrality, and transparency, and as provided for in the innovation friendly procurement procedural milestones.
7. Timeline and Duration
The market dialogue process will take place over a period of four weeks maximum. The group ideation workshop will be held on 17th October 2025. One-on-one consultations with vendors will be scheduled over the following one to two weeks, with each session lasting 60–90 minutes. The final report summarizing findings and recommendations will be completed and shared within one week after the last consultation.
8. Ethical and Confidentiality Considerations
KRCS will brief all participants on ethical expectations and confidentiality terms. Vendors will be allowed to share proprietary or sensitive information in confidence, and no specific
company names or commercial details will be disclosed in public reporting without consent. The dialogue will be governed by humanitarian innovation principles, including user-centeredness, inclusivity, responsible data use, and do-no-harm approaches.
9. Expected Participants
Participants we encourage to join include:
• Interested AI and digital health technology experts and solution providers
• Public health surveillance specialists
• Humanitarian innovation and ICT4D experts
• Representatives from KRCS Public Health in Emergency Unit, Digital Transformation, Data, and innovation departments.
• Observers from UNHCR, MoH, and Norwegian Red Cross
10. Expression of Interest and Selection Process
To support transparency and ensure alignment with KRCS priorities, the following process will be used to invite and select participants for the market dialogue.
10.1 Expression of Interest (EOI) Submission
Technology providers and solution developers interested in participating in the market dialogue are invited to submit an Expression of Interest (EOI) that includes:
• A brief profile of the interested parties. (Both individuals/ group-based) (max 1 page)
• A summary of relevant AI and/or digital health solutions previously developed or deployed
• A description of how their solution or expertise relates to the objectives of this market dialogue
• Links to any live demos, product overviews, or pilot case studies (optional)
EOIs should be submitted via this link: by 2nd October 2025
10.2 Selection Criteria
KRCS will review all EOIs based on the following non-evaluative, pre-engagement criteria to ensure relevance and diversity of perspectives:
• Demonstrated experience in AI, predictive analytics, or surveillance technology in health or humanitarian sectors
• Relevance of solution to low-resource, refugee, or community-based health settings (preferable)
• Level of innovation and applicability of the proposed concept or tool (preferable)
• Willingness to engage in a non-commercial, co-creative ideation process

10.3 Communication and Notification
Shortlisted participants will be notified by 13th October 2025 and will receive a detailed briefing pack and agenda in advance of the group ideation workshop. Scheduling for the one-on-one vendor discussions will also be shared at that time.
