Purpose of Job
The African Union Inter-African Bureau for Animal Resources (AU-IBAR) is a specialized technical office of the Department of Agriculture, Rural Development, Blue Economy and Sustainable Environment (DARBE) of the African Union Commission (AUC). The vision of AU-IBAR is: An Africa in which animal resources contribute significantly to integration, prosperity and peace. Its Mission is to provide leadership and integrated support services for the development of animal resources in Africa.
AU-IBAR’s mandate is to support and coordinate the sustainable development and utilization of animal resources (livestock, fisheries and wildlife) to enhance nutrition and food security and contribute to the wellbeing and prosperity of the people in the Member States of the AU. AU-IBAR is the main vehicle for the AU to develop appropriate and independent expertise to support and coordinate the sustainable development and utilization of animal resources to enhance food and nutrition security and contribute to the wellbeing and prosperity of the people in the AU Member States.
AU-IBAR is implementing an emergency three-year action titled ‘Evidence Driven Short Term Solutions to Build Resilience and Address the Adverse Effects of Crises on African Feed and Fodder Systems’, in short known as the ‘Resilient African Feed and Fodder System (RAFFS) Project’. The purpose of the RAFFS action is to understand the impact of the Triple Global Crises (3C’s: Climate-Change, Covid-19, and Russia-Ukraine Conflict Crisis) on feed and fodder systems, and to build systematic capacities for data analytics for evidenced based decision making; policy, regulatory and institutional reform; and promotion of viable business and partnership models and solutions to address the vulnerabilities of Africa’s feed and fodder systems.
The action Goal is to respond to the worsening food and nutrition security occasioned by recent crises that have negatively impacted on African feed and fodder systems and production of animal sourced foods.
Purpose: To harness evidence driven solutions for short term interventions to enhance access to affordable and quality feed and fodder critical to ensuring sustainable production of animal sourced foods.
AU-IBAR seeks the services of a Consultant for the position of Animal Production, Natural Resource Management and Resilience Expert with a broad range of competencies in animal production including feed and fodder, animal nutrition, value chain development, natural resources management, early warning systems, resilience building, data analytics and networking. Experience in animal feed and fodder development, support to multi-stakeholder or networking platforms, policy and strategy development and building resilience of livestock systems are essential. The Consultant must have proven experience in managing and coordinating national and regional or continental projects in the animal and natural resources sectors. The Consultant will provide technical backstopping to AU-IBAR, RECs and Member States aimed at improving availability and affordability of feed and fodder resources for improved animal production and resilience and for production of Livestock Source Foods (LSFs). The Animal Production, Natural Resource Management and Resilience Expert will contribute to the implementation of activities that will support delivery of the Resilient African Feed and Fodder Systems Project.
Main Functions
Lead processes to enhance understanding, policy reform and investment in the feed and fodder sub-sector through supporting regular undertaking and update of feed inventories, generation of a national feed balances and analytics for decision support and policy reform.
Lead support for institution of country level regulated integrated feed and fodder early warning systems linked to action plans to remedy shortages and enhance sub-sector investments and livestock sector stability.
Co-lead (with the Information Systems and Data Analytics Expert) analytics and articulation of findings to support enhanced understanding of Africa’s feed and fodder systems in the face of the triple crises (Climate Change, covid-19 and the conflict between Russia and Ukraine) and other stressors.
Lead policy, legal, regulatory and institutional review and reform for a more enabling environment for development of Africa’s feed and fodder systems.
Lead partnership processes to publish results of RAFFS Project outputs in industry magazines and peer reviewed journals.
Support multi-stakeholder platforms for organization and coordination of feed and fodder sector actors.
Support annual reporting on the status of Africa’s feed and fodder systems and identification of emerging narrative and key messages.
Support development of the Project Exit and Sustainability Plan, development of a ten-year feed and fodder program
Specific Responsibilities
Undertake analysis and reporting of the findings on the continental and survey and the country specific assessments, and any other studies to elucidate the issues underlying feed and fodder shortages and to draw out solutions and emerging narrative and key messages.
Take the lead, in partnership with strategic actors, in designing and methodological work for robust protocol and processes for undertaking feed inventories, development of national feed balances and feed outlooks.
Support Member States to undertake or update their feed inventories and prepare their National Feed Balance Sheets and Feed Outlooks.
Support the process of consolidation and upgrade of country level robust feed and fodder regulated integrated early warning systems and to develop remedial action plans to trigger investments and business solutions to address feed and fodder shortages.
Support countries to establish and operationalize their feed and fodder Multi-Stakeholder Platforms for coordinated action.
Lead policy, legal, regulatory and institutional review and reform for an enhanced and more coherent and supportive enabling environment for development of economic feed and fodder sub-sectors.
Development of guidelines, policy briefs and other instruments to support the urgent action to address feed and fodder shortages on the Africa continent.
Support annual reporting and mutual accountability on the status of Africa’s feed and fodder systems against the CAADP Malabo Declaration Framework and the LiDeSA.
Any other task as assigned by the Director AU-IBAR in relation to feed and fodder development, animal production, natural resource management and resilience building.
Academic and Professional Qualifications
A minimum of post-graduate University degree (Master’s degree) in Animal Science, Animal Nutrition, Pasture Agronomy, Animal Feed Technologies, Rangeland Ecology, Natural Resource Management or related degree.
A PhD in the above or related fields will be considered an added advantage.
Professional qualification in livestock value chain development, Early warning systems, Resilience building and public policy, or other relevant discipline and added advantage
Relevant Experience
• Minimum of ten (10) years of progressive work experience in the field of feed and fodder development or animal nutrition or animal resources
• Experience in conducting feed inventories and national feed balances and implementing early warning systems is necessary
• Experience in organizing and facilitating animal resources dialogues and building partnerships towards robust solutions and better outcomes
• Proven experience in implementing feed and fodder systems development Projects
• Demonstrated experience in policy review and development
• Experience in strengthening animal or feed resources multi-stakeholder platforms at national, regional and continental levels

Duration of The Consultancy
The appointment will be made on Consultancy contract for a period of six (6) Months; renewal is subject to satisfactory performance and deliverables, and availability of funds.

Remuneration
The monthly remuneration for this Consultancy as per the AU Salary Grade at P3 Step 5. Expenses for missions will be covered separately in accordance with the applicable African Union Commission rules and regulations.
Expenses for travel outside the duty station agreed with AU-IBAR, will be covered separately in accordance with the applicable African Union Commission rules and regulations.
Medical and Travel Cover For Consultant
The consultant will be responsible for his/her medical and travel insurance cover/s during the duration of the consultancy.
Duty Station
The consultant will be stationed in AU-IBAR offices in Nairobi, Kenya. Applicants should ensure that they have the capacity (logistics, permits etc.) to undertake this assignment from Nairobi.
Travel on specific assignments will be agreed with the AU-IBAR Management.
Supervision and Reporting
The successful candidate will be under the direct supervision of the RAFFS Senior Project Officer and overall supervision of the Director of AU-IBAR.

Primary Purpose
This position will support the implementation of the food security for small holder farmers through effective and sustainable agricultural production and management under the Mwanga project. The Goal of this project is to improve food security and to promote the economic empowerment for small holder farmers in Tana Delta Sub-County through provision of improved animal breeds, crop production and modern beekeeping and VSLA. The project seeks to provide comprehensive training to the selected farmers in groups to effectively undertake the enterprises to realize diversified livelihood options, improve food security and economic empowerment.
The project assistant will focus on providing technical training and extension services to project beneficiaries, including farmers and livestock keepers. The selected candidate will work closely with group leaders and local veterinary and livestock service providers and project officer and manager to enhance good agricultural practices and address the needs of local farmers.
Responsibilities
Program Administration (60%)
- Support implementation of food security and livelihoods project (Mwanga project) in Tana River County.
- Identify, profile and organize farmers into groups for purposes of undertaking project activities.
- Adapt and use approved training materials and ensure existing training materials are up to date.
- Provide comprehensive training to farmers on livestock husbandry, crop production and management.
- Provide agricultural extension services to respond to individual farmer needs as they arise and support adoption of agricultural technologies.
- Advise farmers to adopt best agricultural and livestock husbandry practices for poultry, goat, and beekeeping farmers.
- Participate in training lead farmers, support their coordination of farmer groups, and provide follow- up to ensure improved livestock husbandry and crop
- Identify local veterinary and livestock service providers and stakeholders for potential collaborations and linking farmers.
- Provide technical advice to farmers on livestock production and marketing of
- Provide regular project updates and reports both quantitative and qualitative for project reporting.
- Support the monitoring and evaluation exercises including baselines, annual and endline surveys.

- Achieve and maintain a high-performance standard based on a thorough knowledge of, and adherence to, established CWS policies and procedures
- Ensure timely and accurate reporting of suspected fraud, malfeasance, and data breaches and report any identified areas of significant compliance risk for the CWS program.
- Conduct regular process reviews for assigned processing stages to compare requirements vs. current processing and outputs and implement process changes based on the outcome of the process reviews.
Data Management and Analysis (15%

Qualifications
Education & Certifications:
- A Diploma in Animal Health and Production, Agricultural Education and Extension, Community Development, Livestock-related courses with three years' experience is required
- KVB (Kenya Veterinary Board) Registration is require
Experience
A minimum of three (3) years of experience in Animal Health and Production is required Agricultural Education and Extension, Community Development, Livestock or related field working with communities is required.
- Ability to diagnose and provide treatment for livestock including assessing distress or discomfort in livestock.
- Ability to provide advisories to mixed farmers on crop and livestock management and agribusiness.
- Ability to effectively and gently handle animals.
- Previous experience conducting community organization and training is required.
- Have a demonstrated ability to interact with individuals of different cultural backgrounds and beliefs, which includes willingness to try and understand and be tolerant of differing opinions and views.
