BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
To coordinate and guide Information Technology maintenance and support activities to enable the effective delivery of IT services. Under the direct supervision of the Deputy Head of the TEC unit, Mogadishu and the overall supervision of Head of TEC, the incumbent will be responsible for the following duties:

KEY
ACCOUNTABILITIES:

  • Carry out system and hardware maintenance tasks, such as running specialized network monitoring and system protection, to ensure technology is running effectively.
  • Monitor technology reliability, identify user needs, analyze data and produce accurate reports in order to recommend IT solutions to support informative decision-making.
  • Resolve queries independently, escalating if required, to ensure that standard IT questions are answered, and accurate information is provided to staff.
  • Provide standard technical training to end users of commonly used technology and systems, in order to assist WFP staff in conducting their work.
  • Provide guidance and training to junior colleagues in the delivery of IT support services to support the capability building of staff.
  • Support the co-ordination of new application implementation in order to provide WFP staff with the tools they need to perform effectively.
  • Draft standard material such as end-user and technical documentation to ensure staff have access to required information about IT services and products.
  • Implement improvements to methods and processes within the IT division in order to support the continuous improvement of IT services provided.
  • Coordinate installation and maintenance of telecommunications systems and equipment, to ensure optimal services in compliance with standard operations procedures.
  • Follow-up on all open and pending tickets and collaborate with different team to resolve and close.
  • Deploy Digital Assistance related hardware and software applications/programs, utility and auxiliary software and conduct pre-deployment field missions assessment missions as required.
  • Perform Analysis, diagnosis and resolution of Digital Assistance Services related problems for end users, recommending way forward or escalating as required.
  • Follow set emergency response processes and procedures as required to provide support in enabling emergency food assistance needs to be met.
  • Perform basic beta testing and support the roll out of new versions of centrally supported systems to ensure software is operational for WFP staff and Document software and hardware failures and escalated for corrective actions.

QUALIFICATIONS, EXPERIENCE AND SKILLS REQUIRED:
Education:
Completion of secondary school education
Or
University Degree in Information and Communication Technology supplemented with Server, Networking, Security and IT Governance certifications.

Experience:
At
least six (6) years of experience
with a secondary school certificate
OR
University degree (Diploma/Bachelor's) with a minimum of
two (2) or more years of experience
in ICT or related field.

Languages:
Fluency (level C) in English language and Somali Language.

Knowledge & Skills:

  • Knowledge of work routines and methods in order to complete processes under minimal supervision.
  • Uses tact and courtesy to give and receive information to a wide range of individuals.
  • Ability to identify data discrepancies and rectify problems requiring attention.
  • Ability to offer guidance or basic on-the-job training to more junior staff.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Programme Assistant for Cash Based Transfers (CBT) will work as part of the CBT/E-Transfers/DAS team within the Programme unit. At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring interpretation of standard guidelines and practices. The job holder will work in close collaboration with other WFP units involved in the implementation of WFP's cash-based transfer programmes (various teams within Programme, Logistics, Finance, Information technology, Procurement, and others), with e-transfers focal points in WFP's Field Office and Area Office, as well as with external partners.

ACCOUNTABILITIES/RESPONSIBILITIES:
Under the direct supervision of the National programme officer, head of programme and the overall supervision of the Head of area office, the incumbent will be responsible for the following duties and responsibilities:

  • Coordinate the technical setup and the implementation of WFPs monthly cash-based transfers through WFP's internal platform (SCOPE) with CBT focal points in Field Office (FO), Area Office (AO) and Country Office (CO) units according to Standard Operating Procedures (SOPs).
  • Support preparation of the monthly Distribution plan in liaison with Programme focal points in FOs and coordinate with other CO units to raise the related purchase requisitions and orders accordingly.
  • Support as required the registration (beneficiary data collection) process by WFP's cooperating partners (CPs), in coordination with the programme focal points in FO and/or AO.
  • Perform tasks pertaining to the FO & AO CBT/Programme Assistant function during the approval process for the monthly CBT distribution in WFP's internal platform (SCOPE). These include identity (registrations, enrolments and data analysis) and transfers support (generation of assistance distribution lists, reports and analytics) within the SOD matrix.
  • Participate in field trips to technically support the implementation and monitoring of CBT programmes and train the CPs on using WFP's assistance technologies as needed.
  • Regularly consult with programme and activity focal points in FO to ensure FO have sufficient equipment, consumables to implement CBT programmes as planned.
  • Support Finance colleagues in coordinating the distribution of payment instruments to FOs and in tracking the remaining stock of blank cards as well as undistributed payment instruments.
  • Update operational tracking sheets to track progress and identify gaps in the implementation of CBT programmes.
  • Extract and compile data and support analysis as well as the preparation of reports relevant to CBT programmes for internal clients (CBT team, activity managers, M&E, reporting/communications/donor relations)
  • Support and represent the FO and AO in the cash working group meetings.
  • Perform other related duties as required.

Education:
Completion of secondary school education
OR
University degree (
Diploma/Bachelor) degree
in Social Sciences, International Development, Business Administration, or a related field.

Experience:
At least
five (5)
years of relevant experience with a secondary school certificate
OR
University degree, (Diploma/Bachelor's) with a minimum of
two (2)
or more years of experience in CBT/IDM or related fields.

Language:
Fluent knowledge (proficiency/level C) of English and Somali language.

Knowledge
& Skills:

  • Proven ability to develop and maintain effective relations with counterparts, government officials, including NGO partners, other UN agencies, and private businesses; Ability to plan and organize work, resourcefulness, initiative, and problem-solving skills.
  • Experience working with various implementing partners (NGOs, UN agencies, government counterparts);
  • Excellent writing and presentation skills in English. Report writing skills.
  • Training and/or experience utilizing computers including word processing, spreadsheet and other WFP standard software packages and systems.
  • Knowledge and experience in WFP interventions in Somalia is an added advantage.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Somalia CO is implementing its CSP, which comprises five strategic outcomes and eight activities. The Budget and Programming functional area supports management by providing

resourcing analysis to ensure efficient resource use in achieving CSP goals. The Somalia Budget and Programming Unit has improved resource management and aims to maintain this progress by

developing national staff capacity in Mogadishu.

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Review budget plans, monitor and analyses project financial performance and make recommendations in compliance with WFP financial policies and procedures and best practices, to support financial analysis and optimization of resources.
  • Provide comprehensive analysis on fund and grant balances identifying surpluses and deficits, and suggest corrective measures, to support maximum fund utilization and decision-making process.
  • Support pipeline management ensuring efficient monitoring, to prevent and address pipeline breaks and maximize operational effectiveness.
  • Contribute to the improvement of internal processes, enhancement of corporate systems and design of tools, to facilitate the overall planning, expenditure forecasting, and budget management and monitoring of resource utilization.
  • Enter project budget plans and revisions in the corporate systems, to ensure data is timely and accurately captured enabling easy access to information and supporting planning and decision-making.
  • Review, compile and analyze data, maintain accurate records and files and prepare periodic and ad hoc reports, to support accuracy and efficiency of information presented to internal and external stakeholders.
  • Maintain communication with several stakeholders regarding project funds management matters and related processes, to clarify any discrepancies and optimize the use of funds.

QUALIFICATIONS AND EXPERIENCE:

KEY ACCOUNTABILITIES (not All-inclusive, Within Delegated Authority)
Under the direct supervision of the Programme Officer Human Capital Development, and the overall supervision of the Head of Program and Head of Area Office, the incumbent will be responsible for the following tasks:

  • Focal point for SMP activities covering Banadir region and Hirshabelle state
  • Liase with partners (NGOs, UN and Government) in the implementation of school feeding program
  • Actively participate in the design, oversight, and monitoring of school meals activities including strengthening systems, structures, and services ensuring they are in line with WFP policy procedures
  • Prepare monthly distribution plans and verifying planned movements and distribution of food or non-food items
  • Support efforts to address findings from monitoring visits as well as reviews and evaluations.
  • Participating in school assessment and any other feeding mission if need arise
  • In collaboration with WFP logistics team, ensure liaison between the beneficiaries (school leaders, parent committees, pupil representatives) and the retailers
  • Provide progressive, periodic, and ad-hoc reports on the programme implementation
  • Participate in Education cluster coordination meetings organised through the cluster system and share situational updates with partners
  • Support integration of protection and gender perspectives in all areas of work, to ensure equal participation of girls and boys.
  • Perform other duties as per the request
  • Work closely with implementing partners and ensure that Cooperating Partner (CP) reports are received timely, reviewed and data captured into the COMET platform.

Other Programme Support Related Functions

  • Ensure maintaining accurate records and files within the area of work.

Qualifications, Experience And Skills Required

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The WFP Regional Bureau for Eastern and Southern Africa (ESARO) is based in Nairobi, Kenya, and provides strategic direction, technical guidance, resource mobilization, and project management support to WFP operations and activities in the countries in Eastern and Southern Africa region.

Enhancing partnerships and exploring new forms of engagement with key stakeholders are critical to achieve WFPs mandate. ESARO assists the region in raising funds where most needed and optimizing the management of these resources. The unit undertakes and provides partnership support to Country Offices on the Integrated Road Map, regional donor relations, UN and NGO relations, partnership knowledge management, private sector partnerships and innovations.

For this role, the Private Sector & Foundations Partnerships Associate will have the unique opportunity to influence WFP's work in the region and to ensure that by working with Private Sector partners and Foundations in innovative ways, WFP delivers real results for the millions of people in the region who face food insecurity. The candidate will provide support to the private sector and foundations team with a focus on the effective and efficient implementation of the phase II and III Novo Nordisk- Danish MFA- Grundfos Foundation project as well as the mapping and development of partnership opportunities for WFP's operations in the Eastern and Southern Africa Region.

PURPOSE AND RESPONSIBILITIES OF THE ASSIGNMENT:
Support the work of RBN on new Private Sector, Foundations and Innovation initiatives and ongoing engagement with existing and potential partners.

  • Monitor the Private Sector and foundations landscape to identify and grow opportunities of engagement with potential partners who can help achieve WFP's strategic objectives.
  • Contribute to the preparation of proposals and presentations to effectively build partnerships with private sector and foundation prospects.
  • Support RBN's efforts to increase WFP's positioning with the private sector through research analysis, communication, advocacy, and visibility.
  • Support in providing regular information to inform new and potential donors on the strategy, design, relevance, and impact of programmes, to advocate for WFP work.
  • Support in the legal procedures for new private sector, foundations and Innovation partnerships.

Exploration of new, innovative, and impactful engagement strategies with the Private Sector and foundations.

  • Work with country offices to identify and build technical partnerships with local private sector partners.
  • Contribute data and ideas to the development of new strategies to better secure and steward private sector and foundations donors (technical partnerships, individual giving, High Net Worth Individuals, corporates).

Support Country Offices and ESARO while liaising with HQ on Private Sector and Foundations engagement and management.

  • Support in preparation of briefing documents and presentations for internal senior management meetings and external meetings with donors and other stakeholders.
  • Work in collaboration with Partnerships and Innovations focal points as relevant to ensure the flow of information with country offices, other WFP units and external audiences.
  • Broker knowledge within the unit and ensure that knowledge is shared through the WFP corporate tools.

JOB PURPOSE:
To perform
security-related tasks
supporting the implementation, monitoring, and assessment of safety and security measures to ensure
WFP
staff, assets, and operations are protected. The incumbent will focus on the unique conditions in the
Area Office
, where threats are different from the other parts of Somalia, while maintaining the same level of professional security vigilance and coordination.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

  • Monitor local and regional security developments—through media, community networks, and other reliable sources—and provide timely briefings and reports to the direct Supervisor (Head of Area Office) and the functional Supervisor (Chief Security Officer), focusing on implications for Area of Responsibility operations.
  • Conduct and analyze security risk assessments in AoR and surrounding areas and contribute to broader WFP security planning as required.
  • Support the implementation and review of Operational Security Standards and other UNSMS compliance requirements, ensuring WFP remains aligned with corporate security protocols.
  • Plan and coordinate security arrangements for field missions originating from or passing through AoR, including pre-mission briefings, route assessments, and post-mission reviews.
  • Maintain and update the Area Office Security Plan, including fire safety, evacuation procedures, safe haven arrangements, and updated staff/family lists.
  • Supervise day-to-day security functions, including oversight of contracted security personnel, duty rosters, and compliance with access control procedures at the office compound.
  • Maintain operational security standards for WFP-issued security equipment and oversee their proper use, inventory, and maintenance.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Lead the implementation of full cycle source-to-contract processes of moderate and high complexity logistics service requirements including, but not limited to issuing competitive procedures, and evaluating offers (e.g., issuing calls, evaluating offers and negotiating/awarding contracts), to ensure successful contracting of transport, warehouse, and services.
  • Contribute to the development and implementation of supply chain plans and procedures, in line with the transport manual and other relevant guidelines to achieve operational and cost efficiencies, responsiveness and reliability of logistics services.
  • Lead the periodic review of shortlists to ensure an appropriate contractor base and prepare Expression of Interest (EOI) to include relevant contractors when applicable. Evaluate documentation received from prospective companies and recommend their inclusion.
  • Lead the preparation and overall processing of Requests for Quotations (RFQ) for all contracts required for the implementation of WFP Logistics operations in Somalia and the same disseminated as per WFP approved systems.
  • Prepare and review analysis of submitted offers ensuring an appropriate balance of costs and capacity.
  • Ensure the organization of all required meetings related to the contracting process including Logistics Contracting Committees are well informed to support decision-making.
  • Prepare and disseminate information regarding contract status and any other required information including minutes, Expression of Interest (EOI), Contract Awards, and Note for Record (NFR) documents
  • Consolidate and analyze relevant market data to inform the design of logistics services taking into consideration key variables such as fuel costs and competition.
  • Work in close collaboration with cross-functional counterparts to align Contracting activities and promote an integrated supply-chain approach to transport and service assistance.
  • Monitor and manage contract validity dates and other relevant information regarding active agreements ensuring proactive planning of needs and contracting requirements.
  • Maintain period performance review cycles to ensure contractors are compliant with expected performance benchmarks and agreed terms and conditions for services being delivered.
  • Contribute to the development of contract management tools, templates, methods, and processes for contracts and champion a transformative agenda to modernize the contracting workstream based on technology and best practices.
  • Manage, advise and develop the workforce involved in contracting activities. Supervise the work of support staff, providing practical advice and guidance, to ensure individual and team objectives are delivered to agreed standards and deadlines.
  • Provide strategic leadership on Supply Chain market and risk assessment reports and recommendations for management decision as required for CBT intervention designs and/or expansion
  • Map the Supply Chain of selected food commodities from production/point of entry to relevant retail markets with recommendations for management decision
  • Develop and maintain an active/up-to-date database and/or shortlist of Retailers/Merchants and Financial Service Providers (FSPs)
  • Participate actively and support the contracting of CBT vendors either through new contracts or the renewal of existing ones
  • Coordinate CBT activities in Supply Chain and act as the Focal Person between the Area/Sub Offices and Country Office on Supply Chain related CBT operations
  • Supervise the work of, and provide guidance on creation of POCB's and POS for Mobile money and Bank transactions while also ensuring that all retailers' contracts, onboarding process, Financial Service Provider Contracts and supporting documents are attached to PO's in wings.
  • Provide strategic leadership on Supply Chain market and risk assessment reports and recommendations for management decision as required for CBT intervention designs and/or expansion

Qualifications, Experience And Skills Required
Education:
Advanced University Degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management, International Relations, or any other related fields.

Experience:
At least three (3) years
of relevant professional work experience with advanced University Degree OR first University Degree with a
minimum of five (5) or more years
of relevant experience - of which a minimum of
two (2) years
must be directly in
Supply Chain
. Previous experience in contracting and procurement activities is a desirable.

Language:
Fluency (level C) in English. Intermediate knowledge (level B) of a second UN language is a plus.
