ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing World Bank Group units with innovative digital tools and technologies to transform how they deliver value for their end-users; empowerment & effectiveness, by ensuring that all World Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the World Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.
Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. ITSR1: The IT Regional Tech Solutions 1 (ITSR1) is primarily tasked with ensuring cohesive delivery of regional IT programs and IT Support initiatives in South Asia, East Asia, and Africa, as well as aligning existing support channels with business needs. In achieving its objectives and providing the best possible IT customer experience, Technology Solutions Team directs and partners with other ITS teams/ Service-Desks, Training and Outreach, as well as cross-functional teams delivering products and solutions.
The Senior IT Assistant will provide ongoing support for all Nairobi, Kenya World Bank Group Office staff as well as visiting staff and missions from HQ or other Country Offices. S/he will manage the full range of information technologies for the office, which include, but not limited to addressing desktop support, conferencing support, remote access and network support, issues concerning the maintenance and implementation of IT standards, knowledge sharing, asset inventory, maintaining local vendor relations and understanding contracts/Service Level Agreements (SLA), as well as providing local office training.
This position is based in Nairobi, Kenya, and reports to the Regional IT Lead and Team Coach for Africa East.
Roles & Responsibilities
- Works directly with customers to probe and ask effective questions to fully diagnose both the root cause of a problem and the customer's comfort level with technology.
- Assesses more complex, non-routine problems in his/ her area of specialization including those escalated by others.
- Serves as first/ second point of contact called upon to resolve customer problems. Identifies and engages the resources necessary to fully evaluate and address the situation, following up to ensure effective resolution.
- Conducts complete diagnostics of most business technology problems, including those involving multiple systems, WBG staff, platforms, and technologies.
- Analyzes information related to business partnership, identifying, and reporting on trends, anomalies, etc. Identify opportunities for improvements and escalate to management.
- Supports and maintains the end-user environment. This includes configuring new hardware, reviewing, and addressing virus alerts, installing, and troubleshooting software including patches, performing tests, and monitoring the environment (especially during peak periods) to anticipate support needs.
- Participates in facilities work and vendor management, as part of CO administrative teams. Participate in security and business continuity activities. Supports installation, maintenance, upgrades to local networks and communications infrastructure.
- Disseminates information on common problems and issues to WBG staff.
- Tracks trending of issues and proactively escalates to Supervisor/ Service Providers
- Technical Knowledge Applies under limited guidance/ direction.
- Takes decisions for most routine cases with update to Team Coach.
- Recommend topics and provide necessary IT training sessions to WBG staff; offer agile solutions to meet WBG staff's evolving needs; help to increase awareness of WBG staff about available ITS tools and products.
- Evaluate and pilot test new products and services, both hardware and software.
- Attend training sessions and maintain a working knowledge of the IT trends in the business relevant to supporting the WBG staff, monitor technology trends and developments.
- Administer WBG information security standards; adhere to Institutional and ITS policies, directives, and procedures; consistently enforce WBG technology standards; ensure that the integrity and security of WBG Systems are not compromised from within or outside the corporation.
- Demonstrate strong customer service skills and client orientation.
- Demonstrate ability in working in Agile teams using Scrum/Scale agile framework and updates the product backlog in Azure Dev Ops & Service Now

Selection Criteria
- Bachelor's degree with no experience required or equivalent combination of education and relevant experience.
Preferred certifications: ITIL Foundation, Scrum, Azure DevOps, Power Bi/Power App/Power Automate
- Good Knowledge of IT Technologies: Windows Platform, Microsoft Office, MFD, Servers, Smartphones etc.
- Strong user support skills and the ability to work under pressure with accuracy and professionalism.
- Understanding of Microsoft Active Directory, DNS service and other networking methods and technologies.
- Strong knowledge of IT Service Management and experience of ITIL best practices
- Strong knowledge of Agile, Scrum, Azure DevOps, Power BI.
- Proficiency in the recent Microsoft Windows applications.
- In-depth knowledge of M365 applications including Co-Pilot/ AI.
- Knowledge of Network communication technologies and other WAN/LAN products.
- Familiarity with IP Telephony and troubleshooting.
- Good knowledge and experience of setting up and supporting Videoconference Facilities.
- Comfortable using remote access technologies and remote troubleshooting.
- Excellent communications skills: the ability to listen and then clearly describe the problem and proposed solution.
- Excellent written and spoken communication skills in English

Eastern and Southern Africa (AFE) Region
Home to about 700 million of Africa's people, Eastern and Southern Africa is a geographically, culturally and economically diverse region of 26 countries stretching from the Red Sea in the North to the Cape of Good Hope in the South. Children under 18 make up almost half of the total population. Unit Description
On October 1, 2018, the World Bank launched a new Environment and Social Framework (ESF) to help protect people and the environment in the investment projects that it finances. The effort, now about seven years under implementation, is one of several initiatives, including procurement reform, the gender strategy, and the climate change action plan, undertaken by the Bank to improve development outcomes.
The ESF brings the World Bank's environmental and social (E&S) protections into closer harmony with those of other development institutions, and makes important advances in areas such as transparency, non-discrimination, social inclusion, public participation, and accountability – including expanded roles for grievance redress mechanisms. The ESF helps to ensure social inclusion, non-discrimination, and explicitly references human rights in the overarching vision statement.
As the World Bank Group (WBG) advances with modernizing its ESF approach, a new organizational arrangement has been agreed involving "Makers" (responsible for preparation, implementation support, and monitoring and problem solving) and "Checkers" (responsible for monitoring and risk-based oversight, and identifying and flagging challenges and problems that need to be addressed) to ensure a strengthened approach to risk management on E&S matters. The new arrangements also demonstrate a commitment to promoting "One WBG" and the key role that the Environmental and Social leadership in IDA/IBRD, IFC and MIGA, will play in this effort.
The Eastern Safeguards Unit (SAEM2) is one of the three units in AFE that manages E&S risks and covers two Country Management Units (CMUs): The Kenya CMU comprising of Kenya, Uganda, Rwanda and Somalia; and the Tanzania CMU comprising of Tanzania, Malawi, Zambia and Zimbabwe.
The Position
This position is for the Kenya CMU and the selected specialist will be based in Nairobi, Kenya and will focus on environmental and social risk management, including on health and safety.
This position will focus on implementing the World Bank's environmental and social risk management policies (including the Safeguard Policies and the Environmental and Social Framework, or ESF) and building national systems and capacity in this regard. All World Bank-supported investment projects must meet ambitious environmental, social, health and safety standards. SAEM2 is responsible for providing technical support and oversight to all investment projects to meet these obligations.
The Senior Environmental Specialist will have the following key responsibilities:
- Ensure the effective integration into the design, appraisal and implementation of WBG-supported projects of environment, health and safety due diligence as defined by the World Bank Group (WBG) Environmental and Social Management Framework (ESF), World Bank Operational Policies on safeguards (for older projects that predate the ESF), WBG EHS guidelines, IF Performance Standards and other international good practice documents (e.g. Equator Principles).
- Provide guidance to clients and counterpart organizations in their preparation of project documents in accordance with the ESF and World Bank operational policies, including Environment and Social Commitment Plans (ESCPs), Stakeholder Engagement Plan (SEPs), Labor Management Procedures (LMPs), Environmental and Social Management Plans (ESMPs), Grievance Redress Mechanisms (GRMs), and Project Implementation Manuals (PIMs). Assist with handling timely and accurate disclosure procedures and public consultation requirements for all required environmental assessment and management instruments.
- Provide advice and mentorship to client and counterpart organizations for the preparation and implementation of environmental impact assessments, including strategic and cumulative impact assessments; environmental management frameworks and plans, including plans for monitoring, reporting and evaluation; public consultation plans; and specific plans related to natural habitats conservation, natural resource management, resource use efficiency, waste management, traffic safety management, pest management, forest management, biodiversity management, occupational health and safety, and dam safety and international waterways management, to achieve good international industry practice. Such advice will be based on analysis of baseline conditions, project scope, anticipated impacts and proportional mitigation measures, as well as national requirements, and will ensure compliance with WBG ESF and applicable operational policies.
- Organize and provide needs assessments, capacity building and technical training on environmental, health and safety risk management for national agencies and local governments, as well as public and private sector trainers and practitioners, with a particular focus on building national training capacity in these areas. Collaborate closely with other World Bank teams to integrate the development of environmental, health and safety risk management capacity into sectoral programs.
- Work closely with the AFE Regional Standards Coordinators and CMU ESF Coordinator responsible for assigning safeguards tasks and ensuring the quality of the safeguards work and environmental and social risk management in the Region.

- Advanced degree (PhD or Masters) in environmental/natural sciences or environmental/civil engineering.
- A minimum of 8 years of full-time relevant professional experience in environmental management, with experience in the management of the environmental, social, health and safety risks of large infrastructure projects, extractive or industrial activities, and the application of WBG ESF and safeguard policies, including in the preparation of WBG environmental safeguard/risk management documents.
- Technical experience in the management of the environmental, social, health and safety risks of large infrastructure, e.g. roads and highways, dams, irrigation schemes and large water conveyance systems, would be highly beneficial.
- Demonstrated project management/operational skills, including occupational health and safety management and experience working with contractors with weak implementation capacity.
- Ability to work well with a range of stakeholders, including project-affected parties, government officials, non-governmental organizations / civil society, as well as project investors and their staff. Experience in capacity building for environmental, health and safety risk management would be beneficial.
- Strong interpersonal and communication skills. Diplomatic approach and ability to work under pressure.
- Experience working in developing countries, understanding the institutional and political context and exposure to the national environmental policy challenges. Experience working in FCV countries would be beneficial.
- Fluency in English is required (writing, speaking, listening and reading).
- Good analytical skills, ability to think strategically, analyze and synthesize diverse qualitative and quantitative environmentally related data and information.
- Willingness to travel extensively in Malawi, including to remote rural areas.

The WB Finance & Accounting (WFA) Vice Presidency is responsible for all aspects of the financial reporting and internal control framework for IBRD and IDA, and the extensive Trust Fund/Partnership portfolio of the WB entities. It supports an appropriate fiduciary control framework and administering disbursements for Bank lending and leads the client service function for the WB's corporate expenses.
Organizationally, WFA is comprised of three departments: (1) Corporate Accounting and Reporting, (2) Trust Funds and Loans, and (3) Financial Controls. In WFA, our mandate supports both internal and external clients while we focus on delivery, optimization, impact, and people & culture.
Wfacs
Within WFA, WFACS – Client Services unit of the Trust Funds and Loan Operations Department is devoted to providing "front-end" client services and related operations to business and external clients and is organized along business lines serving the regions and global practices. The Services within the area of WFACS responsibilities fall under three categories: regional coordination, country focal point assistance, and project-level fiduciary and portfolio management.
WFACS is currently seeking a highly motivated Finance Analyst (FN) for its team in Nairobi, Kenya.
How Your Contributions Will Help Us Achieve Our Goals
The Finance Analyst plays an important role in disbursement related activities during implementation of a project. The FN is expected to work in close collaboration with the Finance Officer(s) and Regional Team Leader to support task teams, operations staff and external Borrowers. The FN's responsibilities include performing a variety of tasks, including working on diverse range of disbursement related issues and providing solutions and working on system design.
As a Finance Analyst, you will report to the Regional Team Lead.
What You Will Do
- Disbursement transactions processing: Act as the country focal point for assigned countries in disbursement related aspects in collaboration with the country Finance Officer, at country level. Perform transaction processing including release of disbursements, as appropriate. Promptly liaise with clients to resolve any potential issues or exceptions noted in the processing of transactions.
- Project Restructuring and preparation of certain Trust Funds: Manage project preparation, as assigned by the Finance Officers for low-risk Trust Funds and review restructuring packages.
- Portfolio management: Monitor inactive Project Designated Accounts, engage in portfolio management activities, system updates and liaise with clients to ensure that Designated Accounts balances are promptly documented or refunded for orderly loan closure, and handle other tasks that may be assigned by their supervisor
- Training and Capacity building: Evaluate the results of both the reviews of transactions and the portfolio management work to identify areas where borrowers have capacity constraints and provide capacity-building to clients. This includes training end-users on how to access and interpret the Bank online systems, tools and data available in the data lakehouse, and how to perform their own analysis of the disbursement data.
- System and related tasks: Support the design and development of system and enhancement tasks, upgrades to applications and new system. Perform testing related to enhancement tasks, upgrades to applications. Preparation of disbursement and analytical reports, including maintaining interactive dashboards, data visualizations and reports using Power BI and other tools.
- Data stewardship and visualization: Work with various data platforms and tools such as Dremio, Power BI and Advanced Excel. Collaborate with cross-functional teams to identify data requirements, automate reporting processes, and perform user acceptance testing for ongoing loan system modernization projects. Serve as the bridge between business teams and the technical data engineering team to translate business needs into technical requirements and explain technical concepts to non-technical stakeholders.
Selection Criteria
Education
What you will bring:
- Professional accounting qualification (CA, CPA, ACCA or an equivalent professional accounting qualification) preferred.
- A bachelor's degree in finance, Accounting or a relevant discipline.
- Master's degree in a relevant discipline – such as business administration, finance, accounting) is a plus.
- Certification in systems audit (e.g. CISA) considered a plus
Experience
- Minimum of three years of relevant work experience.
- Experience with a financial institution or an accounting firm is a plus.
- Experience working with financial systems, AI, and/or blockchain technology is a plus.
- Big Four or equivalent public accounting experience would be advantageous.
Language
The ideal candidate should have advanced fluency in both English and Portuguese with the ability to clearly communicate in both written and spoken forms and to conduct meetings in the referenced languages. Proficiency level will be tested during the recruitment process.
