BACKGROUND
IUCN and UNEP-DHI will jointly implement the Climate Resilient Eastern African Transboundary Water Management for Environmental Sustainability (CREATES) project, which will operate in two transboundary river basins – Sio-Malaba-Malakisi and Mara – shared by Kenya, Uganda, and support selected regional water organisations over the period 2025 to 2030. Each of these two implementing partners will hire a Team Leader (TL) who will jointly have the overall responsibility of the project - project A (UNEP-DHI) and project B (IUCN) and provide leadership to the Project Management Unit (PMU) that will ensure the smooth and successful delivery of the project activities and outputs. Each Team Leader will be employed respectively by IUCN and UNEP-DHI and functionally report as per the reporting arrangements in the two organisations and jointly reports to the Project Steering Committee that will provide oversight and guidance.
The project will be delivered through a Project Management Unit (PMU) based in Nairobi, Kenya, with key basin staff based at local level (NELSAP SMM and Mara Offices in Kakamega and Musoma respectively). The TLs will manage the PMU on a day-to-day basis will be responsible for the short-term experts and project staff, both local and international, that will be contracted by the project.
Job Description
SPECIFIC DUTIES;
Project Management;
Coordinating and managing the programme according to the agreed and approved work plans, in close collaboration with the Project A Team Leader
Co-leading the Programme Management Unit and leading the personnel undertaking work defined in team for Project A
Ensure compliance with the relevant processes at the reporting organisation
Provide technical oversight of all project activities related to Project B, whilst coordinating with Project A to ensure efficient Programme delivery overall
Work closely with the Basin Coordinators (BC), Strategic Advisors and project staff to ensure all project activities follow the laws and regulations of the respective countries for such activities
Prepare annual work plans, including procurement plans
Oversee the sub-contracting of project activities and consultancy deliverables
Oversee project budget and work plans
Identify and prepare for additional funding
Responsible for financial and narrative reports aligned with Danida guidelines
Oversee the development of monitoring and evaluation plans and report on the progress of the project against annual work plans and project indicators, and identify issues that need urgent attention by the Programme Steering Committee (PSC)
Lead on preparing, conducting and reporting on meetings of the PSC and the Programme Advisory Panel
Provide written reports on the overall project delivery, including by country, covering issues such as project activities, outputs and outcome delivery, project budget and staffing
Strategic Partnerships and Implementing Partners;
Maintain the relationship between IUCN, BCs and UNEP-DHI staff in Nairobi and Danish diplomatic missions in relevant countries to ensure efficient delivery of all project activities.
Maintain linkages with other related regional and national projects and identify opportunities for partnership, technical collaboration and knowledge exchange with other agencies, organizations and donors.
Responsible for identification of and establishing strategic partnerships with key stakeholders related to Project B
Foster and maintain strong partnerships with stakeholders, including government agencies, regional intergovernmental entities, civil society organizations, research institutions etc.
Technical advice and support to project implementation activities;
Provide direct technical expertise on transboundary water management, IWRM and NbS.
Work closely with the technical lead person, who is responsible for the technical implementation of the activities, to ensure that the technical implementation is aligned with the overall objective of the project and the key stakeholders
External relations and resource mobilisation;
Represent the project in external and internal IUCN meetings, at national and regional levels, as needed.
Identify and act on co-finance opportunities.

Support networking with key development partners, national institutions and NGOs to support project implementation and portfolio expansion.

Compliance with the staff processes and follow-up as per the procedures at the reporting organisation
Representation;
Network and liaise with all the partners and potential partners, developing and maintaining partnerships and strong relationships across all sectors (including the private sector).
Maintain good working relationships with development partners, non-state actors, private sector, community leadership and visiting donor teams
Represent IUCN on issues at strategic, political and technical meetings, seminars and other events and processes as may be required from time to time
Additional responsibilities;

Support the preparation and dissemination of technical reports, case studies, policy briefs, and communication materials related to water, NbS, restoration and climate resilience

REQUIREMENTS;
Education;
Post Graduate Degree in Environmental Management, Social Science and Management, International Water Law, or comparable studies.
Professional experience;
Demonstrated knowledge in the areas of integrated water resources management, Nature Based Solutions (NbS) for water, and transboundary water management
At least 10 years of relevant regional experience managing a project team and implementing projects related to IWRM, NbS and climate change adaptation in developing countries
Experience of living and working in developing countries, especially in Eastern Africa
Working experience with IUCN, UNEP, River Basin Organisations and national governments is an advantage
Experience of reporting to a board, steering committee and international donors

Background

The Gender, Environmental and Social Safeguards (GESS) Specialist, CREATES will be responsible for applying the IUCN ESMS and Gender policies across the project portfolio. This position will contribute to the region's leadership in safeguard quality assurance, supporting gender transformative programming and will play a key role in improving IUCN's Environmental and Social sustainability practices.
Job Description
MAJOR RESPONSIBILITIES:
As the CREATES specialist for the application of the ESMS and Gender Principles, this position is responsible for ensuring that ESMS and Gender procedures, standards and principles are applied across all phases of the project implementation. The GESS specialist will lead the sustainability framework for the active projects, responsible for implementing the crucial cross cutting functions of the project ensuring that all activities of the project are socially and environmentally sustainable and comply with Denmark and IUCN Policies and Standards related to Gender, Environmental and Social Safeguards, and Indigenous People Frameworks.
Key responsibilities include the preparation of ESMS screening reports for projects, advising proponents on safeguard-related improvements of project design, support the preparation of ESIAs and safeguard documents and coordination of the ESMS clearance process. The specialist will also provide ongoing implementation oversight to guarantee that ESMS requirements are complied with. Where a safeguard related grievance is raised, he/she will be instrumental in solving the matter proactively. He/she will also build ESMS capacity to enhance ESMS compliant and Gender transformative project design and ensure effective implementation of the risk management strategies. This involves coaching and training of project team members and partners.
This position will also monitor the application of safeguard tools, distil lessons learned and support the regional ESMS Coordinator in system development and refinements to increase the system's efficiency.
The GEES specialist will provide support to the project team (technical and MEL), partner organizations partners, private sector entities, and other stakeholders on effective integration of cross cutting (women, youth and environment) considerations beyond compliance, by identifying opportunities to add value to the system changes, transformation and paradigm shifts that lead to long term impact and sustainability of CREATES.
SPECIFIC DUTIES;
CREATES ESMS application;
Application of ESMS procedures on the regional project portfolio, specifically;
Environmental and social due diligence at project design stage;
Screen projects on environmental and social impacts, define risk category, identify necessary impact studies and safeguard tools/plans.
Advise proponents on stakeholder engagement during project design and implementation phase.
Support proponents in contracting experts for environmental and social assessments.
Appraise the quality of final ESIA reports, environmental and social management plans (ESMP), gender action plan (GAP) and other safeguard tools.
Ensure appropriate budgeting for ESMS activities.
Conduct final compliance check and prepare ESMS clearance of projects.
ESMS support during project implementation;
Provide ESMS training for executing agency (EA) and relevant partners at project inception.
Appraise any ESMS deliverables that are due in the inception phase.
Support the EA in monitoring safeguard tools and reporting progress on implementation and compliance with all ESMS/GAP requirements.
Contribute to annual project implementation reviews/ supervision missions and to the development of the ESMS specific aspects of the mid-term review and terminal review.
Manage ESMS project data including entries to the Project Portal to assure maintenance of ESMS records.
Grievance management and serious incident reporting;
Support the EA in setting-up a project-level grievance mechanism.
Register and report incoming grievances, monitor progress solving grievances and, where applicable, work with EA to solve grievances;
Ensure timely reporting of serious incidents and implementation of corrective actions.
Build ESMS and Gender capacity in the project jurisdiction;
To Enhance ESMS-compliant And Gender-sensitive Project Design And Ensure Effective Implementation Of The Risk Management Strategies, It Is Essential To Strengthen Capacity In Those Crosscutting Functions. This Involves
Train and coach staff and project proponents on ESMS and gender related procedures, principles and standards to ensure not only consistent application but also pro-active integration of ESMS and gender principles into project design;
Support the regional ESMS Coordinator and gender specialists in the development of training materials and delivery of training sessions for ESMS and Gender;
Build the capacity of projects staff, implementing partner organizations, and other stakeholders to effectively integrate GAP into their workplans.
Contribute to the recruitment, hiring and on-boarding of new project ESMS/gender personnel in the region.
ESMS development, refinement and learning;
Supporting the regional ESMS Coordinator in system development, refinements and learning. This involves:

Contribute to refining tools, templates, guidance notes based on project experience.

Development, refinement and learning of Gender-in-conservation concepts and applications
Ensure That Principles Of Gender Equality And Youth Engagement In Nature And Natural Resources Conservation Are Integrated Into All Aspects Of The Project. This Involves
Develop and/or review, implement and monitor the implementation of Gender Action Plan in the project areas,
Support the MEL Officer, CREATES to track, analyse and report against Gender and Youth disaggregated data within the project output as appropriate and on regular basis - quarterly, semi-annual, and annual.
Develop and propose evidence-based policy and project interventions to reduce gender disparities, particularly focusing on enhancing women's role in nature and natural resource management efforts,
Contribute to enhancement of the system (including development of tools, templates, guidance notes etc) to increase effectiveness of application of gender principles.
Generate lessons on the gender application identifying good practices and synthesising these practices for dissemination to stakeholders.
Requirements
- POSITION REQUIREMENTS:

BACKGROUND
Background
The IUCN Eastern and Southern Africa Regional Office (ESARO) operates in twenty-four countries in the Horn of Africa, East Africa, Southern Africa and the Western Indian Ocean. The ESARO region hosts a variety of forest types, diverse agricultural and land use management systems and a large footprint of drylands ecosystems (65% of the land area). Small scale rural agriculture supports more than 70% of the communities for livelihood and sustenance. The vast majority of the people in drylands depend on transforming multiple ecosystem services into economic and socio-cultural goods and services that support their livelihoods and food security. Biodiversity (35% hotspots) in dry lands habitats/ forests underpin ecosystem services that are vital for livelihoods of millions of people.
The ESARO Land Systems Programme focuses on both closed and open system forests, agricultural and dryland areas that provide significant ecosystem services and goods to communities and economies in the region.
The Interim Regional Head, Land Systems / Country Representative, Kenya has a dual direct reporting line into the IUCN ESARO Regional Programme Coordinator on all Regional Head, Land Systems responsibilities and to the Regional Director, ESARO on all responsibilities related to the Country Representative, Kenya role.
S/He will serve as both a senior member of the Regional Leadership Team and the IUCN Global Nature Based Solutions (NbS), Global Centre for Societal Transformation (GCST)(GGP) and Global Climate Change Centre (GCCP) teams that help set strategic directions and define priorities for IUCN's broader engagement on land system issues. The Interim Regional Head, Land Systems / Country Representative, Kenya is also a senior member of the ESARO Regional Leadership Team (RLT) and, accordingly, works with the other members of the Group in strategic planning, monitoring and evaluation

Job Description

The Country Representative, Kenya / Regional Head, Land Systems will be responsible for overseeing the effectiveness of IUCN's Programme of Work at a national and county level, provides strategic oversight and representation role through supporting and building IUCN's Constituency in the country.
More specifically, the roles and responsibilities of the Country Representative, Kenya / Regional Head, Land Systems are as follows:
Strategic leadership and External Relations/Country Oversight;
Lead the strategic development of the Land Systems Thematic Programme, including periodically conducting situation and scoping analysis to develop/refine the Thematic Area's strategic framework, ensuring that priorities identified are relevant to IUCN's members and partners and aligned with IUCN's value proposition.

Develop project concepts and proposals, working closely with thematic programme teams and other relevant IUCN ESARO thematic programme, IUCN global programmes, IUCN members and Commissions and other partners.
Work with IUCN ESARO Senior management to identify donors and key strategic partners aligned to thematic and cross thematic priorities in the ESARO region.
Help maintain and strengthen relationships with key thematic donors.
Technical Programmatic management;
Accountable for overseeing quality technical implementation within ESARO of LS contracted ("C") projects, and the planning of the implementation of new projects during negotiation phases with donors.
Provide technical advice, guidance and support to projects, country offices as well as other Technical Thematic Coordinators, delegating appropriately.
Ensure that project/programme strategies and workplans are developed and implemented according to plan and commitments to partners and donors.
Work closely with the Finance and Administration as well as Human Resource Departments to ensure that projects/programmes are financially viable and have the necessary human resources and other resources necessary for effective implementation.
Ensure contractual obligations and IUCN's policies and procedures are efficiently adhered to.
Ensure that the different projects are coordinated, synergetic and integrated and support each other to optimize programs and projects outcomes.
Unlock additional synergies and collaboration with other programmes and projects
Ensures the integration of cross cutting issues into design and implementation including gender.
Monitoring and Evaluation;
Contribute to the development of the ESARO Intersessional Programme Monitoring and Evaluation Framework.
Ensure that all projects develop and effectively implement M&E frameworks and systems, in line with the overall Component M&E framework; and contributing to developing capacity for M&E within the country office and projects within the country portfolio.
Populating and updating the project portal with relevant project status and performance information
Ensure IUCN work is accountable to our donors and other stakeholders through the establishment and management of effective accountability mechanisms and processes.
Provide leadership to use data for programme decision making, of commitment to management action on the findings of monitoring, and of listening to feedback from stakeholders to inform programme development.
Lead regional reporting processes and requirements
Learning and Communication;
Establish mechanisms and guidelines to enable lessons learning and sharing within the thematic area,
Ensure coherent and consistent communication of lessons learnt to key decision-makers and other stakeholders within the region and globally as appropriate, including via the web, print and media.
Establish and utilize mechanisms to encourage innovation both within the Programme and the Organization.
Coordinate the production of high-quality policy briefing papers, statements, external communications products and case studies to influence target audiences.
Staff Management and Development;
Develop, coordinate and supervise the Kenya Country team (including programme and project officers) to ensure that individuals work together as an integrated team
Develop a culture and focus on quality in Programme Development and implementation, ensure appropriate staffing and mentorship as appropriate.
Manage the team through effective use of the Performance Management System; regular review and evaluation of direct reports; provision of coaching, mentoring and other developmental opportunities.
Ensure that all technical thematic staff proactively build and maintain technical skills and competencies required for leading and/or delivering quality programmes.

Education;
Master's degree in development, Studies, Environmental policies, Agriculture, Forestry/Agroforestry, natural resources management, or other relevant discipline.
High proficient in Microsoft Office applications (Word, Excel, PowerPoint etc)
Work Experience;
Minimum 10 years of experience in developing, managing and implementing multi-stakeholder projects with defined objectives, deliverables, monitoring and evaluation of results, including proven experience working in Eastern and Southern Africa.
Demonstrated understanding of issues related to land-use dynamics at the field, national and international level.
A good knowledge on land-use dynamics, and its social, environmental and economic implications.
Knowledge of the current thinking on climate impacts on land systems.
Familiarity with established and emerging biodiversity conservation approaches, and methodologies and processes related to land systems management.

OVERALL RESPONSIBILITIES
The Temporary Finance Officer-Financial Services will perform the following duties:
Processing and posting of Purchase invoices (PPI)
Processing expense claims for the Administration staff
Posting processed payments on a weekly basis
Preparation of bank reconciliation statements
Processing Wasaa transactions
Reconciliation of vendor Accounts (Staff accounts and Suppliers)
Posting of all Inter Company (IC) transactions
Reconciliation and coordination of the inter-company accounts
Reconciliation of Balance Sheet accounts and file in J drive
Carry out any other duties that may be assigned by supervisors from time to time.
Requirements
- POSITION REQUIREMENTS:
Education;
First degree in Accounting, Finance or related field
Relevant professional qualification in accounting – CPA, ACCA level II, CIMA preferred.
