The Biodiversity for Resilient Ecosystems in Agricultural Landscapes (B-REAL) project seeks conserve and restore biodiversity in intensively farmed, climate-stressed regions of Kenya, Peru, and Colombia by integrating biodiversity conservation and management more effectively into agricultural practices. This is anticipated to lead to increased productivity and diversified income streams, thus contributing to poverty reduction among local communities. B-REAL will be implemented by the Alliance of Bioversity International and CIAT, with core partners including CIFOR-ICRAF and the Coady Institute, along with supporting and local partners. The project will ensure critical ecosystems are conserved, focusing on biodiversity hotspots such as the Kakamega and Aberdare forests in Kenya, the paramos ecosystem in the Southern Andes of Colombia, and the Amazon forest in Colombia and Peru. Leveraging innovations and experience from previous work, namely CGIAR's Nature Positive Solutions and Agroecology Initiatives , B-REAL will mainstream site-specific combinations of nature-positive, agroecological solutions, practices, and technologies into agricultural systems by March 2026, laying the foundations for generating even more significant biodiversity gains by 2030. Working with farmers, value chain actors, policymakers, and other stakeholders within the selected landscapes, B-REAL will demonstrate that managing production through approaches that also conserve and enhance biodiversity can better achieve multiple goals, such as nutritious food production, diversified income streams, improved livelihoods, land restoration, and equitable socio- economic benefits for women, youth, and marginalized groups, including indigenous people in Peru and Colombia, and female-headed and traditional farming households in Kenya. Drylands are among the most important landscapes on Earth. They face real challenges – scarce water, degraded soils, rising climate extremes – yet they provide nearly half of the world's food, store vast carbon, and are home to one in three people. Far from barren, drylands are landscapes of resilience, innovation and rich cultural heritage. They are places of untapped economic potential, where investment in sustainable land use can generate new business opportunities and strengthen local and global economies.

Through Thrivelands – the Global Drylands and Livelihoods Initiative, we are leading a bold global effort to turn these landscapes into engines of resilience and opportunity. By restoring degraded land, strengthening local economies, and catalyzing policy and finance shifts, we aim to ensure that communities not only adapt, but thrive.

We are looking for a Programme Coordinator to sit at the heart of this initiative, someone who is not only organized and detail-oriented, but also excited to connect people, ideas and solutions across sectors and geographies.

As Programme Coordinator, You Will

  • Turn big ideas into action: design and drive workplans that translate strategy into results across regions and partners.
  • Keep the engine running: coordinate teams, track progress, and make sure deliverables, budgets, and timelines stay on course.
  • Connect people and ideas: bridge between scientists, policymakers, communities, and investors to create a shared vision of thriving landscapes.
  • Build trust with partners: shape relationships with governments, donors, NGOs, and grassroots leaders to ensure momentum and shared ownership.
  • Fuel learning and creativity: facilitate reflection processes, distill lessons, and ensure insights flow back into strategy and action.
  • Elevate voices that matter: help surface stories and evidence from landscapes and local partners so they can shape global agendas.
  • Shape global conversations: contribute to policy briefs and synthesis products that influence debates on peace, subsidy reform, nature finance, and resilience.
  • Spot opportunities: support fundraising and partnerships that unlock finance and expand impact.

Duties and responsibilities

Programme Development, Coordination and Delivery

  • Support the Program Lead in designing, coordinating, and adapting programme components, objectives and outputs.
  • Manage and update an overarching workplan and lead cross-team coordination across regions.
  • Translate strategy into implementable action plans with clear roles, sequencing and delivery timelines.
  • Facilitate workstream integration and run regular internal team meetings to track progress and foster ownership of deliverables
  • Support workstream leads in translating high-level objectives into actionable work plans and deliverables.
  • Support the development and dissemination of learning and knowledge products, including synthesis briefs, reports, and partner case studies.

Strategic Planning, Monitoring & Learning

  • Monitor delivery progress and prepare internal tracking systems, KPIs and briefing materials.
  • Coordinate annual and quarterly work planning processes across all outputs in close collaboration with Programme Lead.
  • Support adaptive learning across the programme including internal reflection, after-action reviews, and documentation of lessons learned in close collaboration with the M&E Officer and our Quality 4 Impact Team.
  • Ensure cross-team coherence between strategic plans and documentation across knowledge generation, advocacy, and field implementation.
  • Align internal planning cycles with donor reporting timelines and strategic milestones.
  • Lead preparation of documentation including annual narrative reporting and Steering Committee Documentation and minutes.

Strategic Partner Management and Donor Reporting.

  • Lead Thrivelands' stakeholder mapping and relationship management with government bodies, DFIs, donors, NGOs and private-sector allies to secure technical, in-kind and financial support and stewarding ongoing engagement.
  • Draft and manage LOAs, subcontracts, and scopes of work with implementing partners.
  • Identify and assess new and non-traditional implementation partners with strong local roots or unique scaling potential, evaluating their strategic fit, credibility, and alignment with Program objectives.
  • Coordinate partner deliverables, timelines, and check-ins.

Following the launch of the National Agroecology Strategy in Kenya and its mandate to establish an M&E framework, the TRANSITIONS Metrics project convened a three-day in-person workshop (15–17 January 2025) on behalf of the Ministry of Agriculture and Livestock Development (MoALD), through the Intersectoral Forum on Agroecology and Agrobiodiversity (ISFAA). This workshop initiated a co-design process for the NAS-FST M&E framework. TAPE+ National was presented and widely recognized as a highly suitable solution for many aspects envisioned to be incorporated in the NAS-FST M&E framework. TAPE+ National has a strong overlap in themes and indicators with those envisioned to be assessed through the NAS-FST M&E framework. Further, the NAS-FST M&E framework envisions to establish a comprehensive baseline, for which the TAPE+ survey offers an ideal methodology, offering a solid empirical foundation upon which to build the monitoring system. Component 5 of the EU-funded and IFAD-managed TRANSITIONS Metrics project will build on this momentum and continue supporting the co-development of the NAS-FST M&E framework and ensure the integration of TAPE+ National as an integral component of the NAS M&E framework.

Duties and responsibilities

This consultancy contract will facilitate the review of policy, existing M&E frameworks, and data landscape, which will inform the development and alignment of TAPE+ National and the NAS M&E framework, ensuring they reflect national priorities, align with existing frameworks at national and county levels, and leverage current data collection efforts.

  • Political feasibility assessment and political economy analysis, exploring government priorities, stakeholder interests, and potential socioeconomic impacts of incremental agroecological transitions. This analysis will identify key levers to support food system transformation and priority research questions to be addressed through TAPE+ National. These questions will be co-developed with the technical multi-actor task force and inform TAPE+ National survey adaptation and selection of a target population.
  • A List of Key Levers for Food System Transformation A structured summary of the most influential factors ("levers") that can be acted upon to drive change in the national food system.
  • Set of Priority Research Questions A focused list of evidence gaps and critical research questions tailored to national contexts, which will guide the TAPE+ National program's future research and policy efforts
  • Review of existing M&E frameworks, including the Ministry of Agriculture and Livestock Development's (MoALD) Climate Smart Agriculture M&E framework, Agricultural Sector M&E framework, and M&E frameworks from other sectors (e.g., health, environment, economy), as well as county-level M&E plans. This review will be used to ensure that TAPE+ National and the NAS-FST M&E framework align with existing frameworks at the national and county levels.
  • Comparative Analysis Report A detailed document describing all relevant M&E frameworks, the indicators and methods used for data collection, as well as how data are stored, processed, and analyzed, as well as which actors play which roles in these M&E frameworks and their implementation
  • Framework Harmonization Recommendations A set of practical recommendations to align indicators, methodologies, and reporting structures.
  • Engage with the Kenya National Bureau of Statistics (KNBS) and other relevant institutions to map ongoing data collection efforts, methods used, and data management practices. This includes national and local datasets, as well as GIS data, to identify information gaps and opportunities to utilize existing data through TAPE+ National and the NAS-FST M&E framework.
  • Data Landscape Mapping Gap Analysis Report

A comprehensive report that describes in detail the key actors, such as governmental institutions and universities, identifies missing or insufficient data management structures needed to effectively monitor and evaluate food system transformation through TAPE+ National and the NAS-FST framework.

  • Recommendations for Data System Improvements

A set of actionable recommendations to address the identified gaps, e.g, new data integration initiatives or modules.

  • Analyse international reporting requirements related to CAADP, UNFCCC (NDC), UNCBD (NBSAP), etc., and determine how these align with and can be incorporated into TAPE+ National and the NAS-FST M&E framework.
  • Analysis Report A comprehensive review of the key reporting obligations under international frameworks relevant to food systems.
  • Recommendations Brief A set of practical recommendations outlining how international indicators and reporting needs can be integrated into TAPE+ and NAS-FST

Education, knowledge and experience

  • Advanced degree (Master's or higher) in political or social Sciences, Statistics, or a related field with a clear focus on food system analysis
  • Minimum of 5 years of relevant experience in monitoring and evaluation within research projects, NGOs, government agencies, or international organizations with a clear focus on food system transformation and/or agroecology
  • Good understanding of the different relevant governmental (e.g. agriculture, environment, health, finance) and societal (public, private and civil society) sectors involved in food system transformations in Kenya
