**Job Description**
Studies building plans and working drawings to determine work aids required and sequence of installations. Inspects structure to ascertain obstructions to be avoided to prevent weakening of structure resulting from installation of pipe. Locates and marks position of pipe and pipe connections and passage holes for pipes in walls and floors, using ruler, spirit level, and plumb bob. Cuts opening in walls and floors to accommodate pipe and pipe fittings, using hand tools and power tools. Cuts and threads pipe, using pipe cutters, cutting torch and pipe-threading machine. Bends pipe to required angle by use of pipe-bending machine or by placing pipe over block and bending it by hand. Assembles and installs valves, pipe fittings, and pipes composed of metals, such as iron, steel, brass and lead, and nonmetals, such as glass, vitrified clay and plastic, using hand and power tools. Joins pipes by use of screws, bolts, fittings, solder, plastic solvent, and calks joints. Fills pipe system with water or air and reads pressure gauges to determine whether system is leading. Installs and repairs plumbing fixtures, such as sinks, commodes, bathtubs, water heaters, hot water tanks, garbage disposal units, dishwashers and water softeners. **Job Description**
Installs, services, and repairs environmental control systems in residences, utilizing knowledge of refrigeration theory, pipefitting, and structural layout. Mounts compressor and condenser units on platform or floor, using hands tools, following blueprints or engineering specifications. Fabricates, assembles, and installs ductwork and chassis parts, using portable metalworking tools and welding equipment. Installs evaporator unit in chassis or in air duct system, using hand tolls. We are seeking highly experienced Construction Engineering Managers I to provide comprehensive construction engineering and technical support for projects within our assigned Area of Responsibility (AOR). These positions involve managing the full lifecycle of construction projects, from planning and design through construction and initial operations, with a strong focus on compliance, quality, and safety. The successful candidates will be permanently placed in theater, serving as Project Planners, Programmers, and Managers for Unspecified Minor Construction (UMC) projects.
RESPONSIBILITIES
As a Construction Engineering Manager I, your primary duties will include:
- Program Management: Establish and execute the Construction Engineering program, ensuring effective exchange of engineering information between the client, design teams, and the project team. Control and manage project milestones and budgets, focusing on meeting project objectives.
- Technical Support & Oversight: Evaluate, select, and apply advanced construction engineering techniques and procedures, utilizing sound engineering judgment. Interpret design documents, contract/client specifications, and construction plans, providing clarification and interpretation as needed.
- Project Documentation & Coordination: Create Draft Independent Government Estimates (IGEs), Statements of Work (SOWs), Draft DD Form 1391s, and other materials required for project award and completion. Coordinate active projects with on-base stakeholders and review/approve project submittals.
- Field Support & Problem Solving: Support construction activities, assisting craftsmen and foremen with construction-related issues identified on drawings. Recommend solutions to field construction issues and coordinate special field requests for engineering/vendor documents.
- Quality & Compliance: Support the quality team in technical assessment of quality issues and non-conformities. Ensure compliance with federal, state, and local codes and regulations, as well as health, safety, and environmental requirements.
- Collaboration: Work collaboratively across functionally diverse teams to develop solutions for technically complex water resource problems and engineering challenges.

JOB SUMMARY
Prepares equipment for repair or replacement parts. Starts equipment following repair and tests performance in conjunction with other teams. Withdraws equipment, components, and materials from the stockroom inventory system and order materials from vendors as required. Performs switching and maintenance in substations, switchyards, pad-mounted equipment and in underground vaults. Installs new equipment, including conduit, wire, cable, pull boxes, transformers and for repairs and alterations in high voltage systems. Install and maintain transformers, converters, regulators, cables, switches, circuit breakers, mechanical and electronic systems, and other circuit elements found in substations. Dismantle and repair primary electrical equipment, replace sectionalizing box pot-heads, links and blown fuses. Operates switches to isolate and remove defective components for repair. Utilizes various measuring and testing instruments to work standard computations relating to load requirements of wiring and electrical equipment. Maintain specified power plant equipment such as pumps, compressors, boilers, turbines. Uses blueprints, diagrams, repair manuals, calipers, micrometers, scales, and other measuring instruments as required. May be responsible for plans and schematic reviews with written reports. Keeps leadership informed of status of equipment and conditions and prepared repair requests as needed. Performs preventative maintenance in accordance with schedules, operating procedures and equipment warranty. Performs scheduled inspections to determine if equipment is operating properly. Performs preventative maintenance on all electrical gears. Performs duties in a timely, accurate, and cost-effective manner. Installs and maintains various lighting systems. Interfaces with customer and assures proper accountability of parts and time for each individual task. Work environment requires strict adherence to precautionary work methods and safety equipment due to the severe electrical hazards present when working near energized equipment and components. Other duties as assigned.
Master - Possesses all of the Journey and Journeyman-Lead level skills, having verifiable minimum experience and/or holds an accepted certification, license and/or degree. Usually considered the most experiences, highest skilled professional in their respective field. May provide supervision for a specific crew. Requires little or no supervision.
SUPERVISION EXERCISED:
As directed by management, may supervise employees or subcontractor personnel in accordance with the "General Supervisory Duties and Responsibilities" addendum.

TYPICAL EDUCATION & EXPERIENCE:
High school diploma / GED equivalent, or an equivalent combination of education and experience, and seven (7) years to nine (9) years related experience. Requires the job knowledge, skill level and physical ability necessary to perform assigned job functions. Master license/certificate or equivalent is required.
Preferred Qualifications :
QUALIFICATIONS:
- Ability to read and interpret technical equipment manuals, mechanical and electrical drawings, engineering standards and applicable regulatory codes.
- Able to operate small to medium size machinery such as Boom lift, scissor lift, fork lift, skid steer.
- Performs all phases of installation, maintenance, repair and inspection of electrical and instrumentation systems.
- Installs wire systems and rigid conduit.
- Changes-out and repairs AC/DC electric motors and parts, relays, solenoids, and terminal strips.
- Handle emergency call-ins for outages.
- Knowledge of backup generators for emergency tie-ins.
- Prepare and maintain accurate records with regard to annual inspections of equipment and electrical systems.
- Be proficient in the use of tools and test equipment required for routine maintenance and testing of substation components, including transformer turns ratio testers, DLRO (Digital Low Resistance Ohmmeter), hi-pot testers, breaker testing equipment, and relay test instruments
