Job Description
The African Union Inter-African Bureau for Animal Resources (AU-IBAR) is a specialized technical office of the Directorate of Agriculture, Rural Development, Blue Economy and Sustainable Environment (DARBE) of the African Union Commission (AUC). AU-IBAR is mandated to support and coordinate the sustainable development and utilization of animal resources (livestock, fisheries and wildlife) to enhance nutrition and food security and contribute to the wellbeing and prosperity of the people in the Member State of the AU. AU-IBAR accomplishes its mandate through supporting and empowering the African Union Member States and the Regional Economic Communities (RECs). AU-IBAR’s vision is of an Africa in which animal resources contribute significantly to the reduction of poverty and hunger. Founded in 1951 to study the epidemiological situation and fight rinderpest in Africa, AU-IBAR’s mandate covers all aspects of animal resources, including livestock, fisheries and wildlife, across the entire African continent, but fills a unique and strategic niche by working at continental and regional levels, with the RECs being key partners. More information on AU-IBAR can be obtained from its web site. br>AU-IBAR led a cross-section of stakeholders in the livestock sector in Africa to formulate the Livestock Development Strategy for Africa (LiDeSA), a 20-year framework for the collective and coordinated development of the livestock on the continent. The strategy was approved by the AU Heads of States and Governments of the AU in January 2015. AU-IBAR also developed a pan-African Strategy for the Control and Eradication of Peste des Petits Ruminants (PPR) and Other Priority Diseases Eradication Strategy jointly developed and launched in April 2015 by the Food and Agriculture Organisation of Small Ruminants that is aligned to the PPR Global Control an of the United Nations (FAO) and the World Organization for Animal Health (WOAH).
AU-IBAR, based on the mandate given by the MSs, has developed and operationalised the Animal Resource Information System (ARIS) to collate and analyse animal resource data and shared AR information. In this regard, AU-IBAR seeks the services of a Data Engineer with a broad range of competencies in Data Analytics to provide technical support to AU-IBAR, RECs and Member States to prepare animal health status and reports, to ensure timely publication of the Panafrican Animal resource Yearbook as well as the publication of the status of animal health in Africa (SAHA).
Main Functions
The Data Engineer will undertake the following tasks:
Develop, test, and maintain ETL/ELT pipelines to ingest data from multiple sources and transform raw data into usable formats using SQL Server Tools or any other Open Source Tools
ransform data into actionable insights to drive business decisions
Develop dashboards & reports for publication
Support the development and Implementation of ARIS in AU Member States
Assist in building capacity of MSs and RECs on ARIS, AH and animal resource related data analysis and visualization
Support establishment and operationalization of Regional Animal Health Information System (RAHIS in Central, Western and eastern Africa (IGAD/ICPALD, RAHC-CA and RAHC-ECOWAS)
Support the technical committee for publication of the Pan African Animal Resources Yearbook (PARYB) and help produce other publications, including data analysis and mapping.
Collection, collation and dissemination of information on all aspects of animal health in Africa.
Participate in activities related to supporting member countries in animal health data management and analysis.
Assistance in providing disease status reports to the World Organisation for Animal Health (WOAH/WAHIS).
Assistance in Collation of data on other relevant modules in ARIS
Analysis of training evaluation reports of ARIS users.
Specific Responsibilities
Support the development and Implementation of ARIS in AU Member States
Develop ARIS protocols, guide implementation, data management, analysis and generation of output to guide the ARIS system
Assist in building capacity of MSs and RECs on ARIS, AH and animal resource related data analysis and visualization
Support the technical committee for publication of the Pan African Animal Resources Yearbook (PARYB) including data analysis and mapping where needed.
Participate in activities related to supporting member countries in animal health data management and analysis.
Assist in providing disease status reports to the World Organisation for Animal Health (WOAH).
Extract and compile of data on other relevant modules in ARIS.
Analysis of training evaluation reports of ARIS users
Perform any other assignment/task as assigned

Academic Requirements
The incumbent must have a Bachelor of Computer Science/Engineering or any related area.
Relevant Experience
At least 5 years’ experience in any aspect of Data Management < r> H ving experience in Drupal as Framework Management Platform and SQL Server 2019 are desirable
Experience in data compilation and analytics
Proven experience and records in data management and analysis and reporting
Experience in the animal resources or agriculture sector would be an added advantage
Experience working with APIs, data exchange protocols, and cross-platform data integration
Familiarity with national digital health or veterinary data systems and their connection to regional or continental platforms
Specific Experience
Experience in data compilation and analytics
Proven experience and records in data management and analysis and reporting
Experience in the animal resources or agriculture sector would be an added advantage

Very strong writing, analytical and communication, computer skills are necessary;

Deliverables
E L/ELT Pipelines: Development, documentation, and delivery of pipelines for integrating and transforming data from multiple sources.
Integration & Transformation Reports: Periodic reports on data quality, transformation processes, and actionable insights for decision-making.
Dashboards and Analytical Reports: Creation and publication of interactive dashboards and analytical reports on animal health.
ARIS Protocols & Implementation Guide: Development of technical protocols and an ARIS implementation manual for Member States.
Training Materials & Capacity Building Reports: Production of training modules, user guides, and evaluation reports for capacity building activities.
Documentation for RAHIS Operationalization: Technical reports and roadmap for establishing and operationalizing the Regional Animal Health Information System (RAHIS) in Central, Western, and Eastern Africa (including IGAD/ICPALD, RAHC-CA, and RAHC-ECOWAS).
Technical Contributions to Publications: Data analysis and visualizations for the Pan African Animal Resources Yearbook (PARYB) and other official publications.
WOAH/WAHIS Disease Status Reports
Preparation of disease status reports formatted for submission to WOAH/WAHIS.
Data Collection & Dissemination: Record of all animal health data collected, compiled, and disseminated during the consultancy.
Final Consultancy Report: Comprehensive summary report of all activities, achievements, challenges, and recommendations.
Duty Stations
The consultant will be stationed at the AU-IBAR offices in Nairobi, Kenya and remotely as required with travel on specific assignments agreed with the AU-IBAR Management.

Duration
The duration of this assignment is six (6) months. The contract would be renewable depending on availability of funds and satisfactory performance. The selected candidate should be available to undertake this assignment as soon as the contract is signed.
Remuneration
The monthly remuneration for this Consultancy as per the AU Salary Grade at P2 Step 5. Expenses for missions will be covered separately in accordance with the applicable African Union Commission rules and regulations.
Supervision and Reporting
The consultant will work under guidance and supervision of the AU-IBAR Webmaster and Program Expert/PPR Projet Coordinator the overall supervision of the Director AU-IBAR.
Medical and Travel Cover for Consultant/S
The consultant/s will be responsible for their medical and travel insurance cover/s during the duration of the consultancy.

About the position
The Alliance is looking to recruit for the position of Analyst- Financial Planning and Analysis. The Analyst will provide financial support for the FP&A function by coordinating activities within a medium-to-large portfolio. The role is responsible for executing financial planning, reporting, and analysis tasks to inform decision-making across business units, acting as a liaison between Finance and internal stakeholders.

This grade is in a scale of BG01 to BG14 (BG14 being the highest level according to the Alliance job classification policy).
