The Lutheran World Federation, Kenya-Somalia Program – Senior Finance Officer - Payroll Management & Somalia Operations – (Open to Kenyan Nationals Only)


The Department of World Service (WS) of the Lutheran World Federation (LWF) is the humanitarian and development arm of the Lutheran World Federation. WS provides support to refugees, returnees, internally displaced people, their host communities and communities at risk, focusing on livelihoods, quality services, protection and social cohesion. The Kenya-Somalia Program has been implementing such interventions in Kenya and Somalia since 1992.


The Kenya-Somalia program of LWF WS is seeking a qualified, experienced, and highly motivated Senior Finance Officer - Payroll Management & Somalia Operations.  The Senior Finance Officer - Payroll Management & Somalia Operations is responsible Working in the Finance Unit under the direction of the Finance Manager, the Senior Finance Officer -Payroll Management & Somalia Operations will assist in the accounting and documentation of all financial transactions for the Somalia Program in a timely and accurate manner and also support the processing of payroll for the Kenya-Somalia Program including allocation of personnel costs to the appropriate Grants.

The position is based in Nairobi but will involve travels within the field/area programs both in Kenya and Somalia.

Department Summary:

The LWF World Service Finance Unit is responsible for all financial functions in Kenya/Somalia, including accounting, payments and banking, payroll, budgeting, financial reporting, and compliance. The LWF World Service Finance Department ensures compliance with donor regulations as well as LWF World Services' internal policies and procedures. As a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Representative and the Program team to ensure that financial resources are used efficiently and effectively.

Overall Purpose/Broad Function:

Working in the Finance Unit under the direction of the Finance Manager, the Senior Finance Officer -Payroll Management & Somalia Operations will assist in the accounting and documentation of all financial transactions for the Somalia Program in a timely and accurate manner and also support the processing of payroll for the Kenya-Somalia Program including allocation of personnel costs to the appropriate Grants.

  Key Duties and Responsibilities:

  • Maintain a complete financial knowledge of the portfolio of awards in the Somalia office.
  • Provide financial oversight over Projects in Somalia, tracking burn rates against budget, and ensuring expenditures are incorporated into projects' financial reports.
  • Responsible for providing training, guidance and direction to Somalia finance officers and Finance Assistants/officers for actively participating in the preparation and monitoring of the project's budget.
  • Preparation and review of donor budgets in coordination with country program Staff and area program, Prepare, analyze and finalize cost estimates and budgets for proposals.
  • Analyze the monthly Budget vs. actuals reports; regularly update spending plans in collaboration with the Somalia program team.
  • Provide advice and guidance, including training, to the programme staff on budgetary procedures.
  • Provides analysis and recommendations to optimize spending and resource allocation.
  • Ensure proper allocations of all Kenya- Somalia Program staff costs in line with donor rules and requirements, in alignment with the allocation tables planned.
  • Manages the Kenya-Somalia payroll process to ensure timely and accurate processing and review of all payroll transactions, while assuring compliance with established employment agreements and any modifications.
  • Remittance of tax and statutory and ensure these are submitted in a timely manner.
  • Responsible for accurate and timely processing of invoices, advances and reimbursements, and transfer payments and posting financial data to appropriate accounts on Sage.
  • Trains supervises, and maintains a supportive and mentoring role with Somalia finance staff.

  Education/Professional Designations/Experience:

  • A degree (Bachelor) in accounting or a relevant business field
  • Minimum 10 years of experience in a finance/accounts department of an international organization/preferably and International NGO.
  • Professional qualification in accountancy such as ACCA, Certified Public Accountant.
  • Strong computer skills in MS Office programs, particularly Excel
  • Familiarity with computerized, double-entry accounting software
  • Strong organizational skills as well as attention to detail
  • Knowledge of SAGE will be an advantage.
  • Excellent oral and written English skills
