Full Job Description

Objective

Work with HS4TB HQ staff, the NTLP and USAID Kenya to develop and agree on a matrix for county selection; and lead assessment of the annual planning and budgeting systems and processes at county level.

Background and Description of Services to be Provided

Health Systems for TB (HS4TB) is a five-year USAID-supported global project led by Management Sciences for Health (MSH) that supports achievement of TB outcomes through health systems strengthening (HSS) approaches. USAID, in collaboration with the National TB and Lung Disease Division (NTLP) and Government of Kenya, is engaged in TB elimination efforts in Kenya focused on enhancing financing for and improving governance of TB activities at both national and county Levels of the Kenyan health system.

The HS4TB project will first support the NTLP to develop a TB resource mobilization plan in collaboration with counties and then develop an options analysis for outsourcing TB services in Kenya to improve program outcomes in TB elimination.

HS4TB/Kenya project will co-create a TB financing roadmap for Kenya, support integration of TB programming more effectively into the county planning and budgeting cycle, and advocate and identify opportunities for increased domestic financing of TB. HS4TB will also support the generation and use of evidence to select clinical and non-clinical TB interventions and activities that could be contracted out to the private sector. The primary accountability of the Consultant will be as follows:

  • Work with HS4TB HQ staff, the NTLP and USAID Kenya to develop and agree on a matrix for county selection.
  • Lead assessment of the annual planning and budgeting systems and processes at county level.

The major activities and responsibilities related to leading the assessment will include the following:

  • Collect guidelines on all relevant county-level budgeting and planning processes, from multi sectoral planning processes (such as county integrated development plans); to health-specific and TB-specific planning and budgeting.
  • Map the current role and participation of the county TB coordinators in the overall county planning and budgeting cycle, county integrated development plans (CIDPs) and work plans for G2G funding; identify points of alignment and departure between TB coordinators’ role and the overall county planning and budgeting processes.
  • Assess gaps between the guidelines for TB planning and budgeting and practice and in collaboration with HS4TB HQ team and the NTLP produce a plan to bring practices into alignment with guidelines.
  • Draft an assessment report with findings and provide recommendations to better align and embed the county TB coordinators within the county systems and processes for planning and budgeting
  • Participate in an NTLP led stakeholder meeting to validate gaps and advocate for prioritization of TB planning and budgeting at the county level

Deliverables

  • Fully populated matrix for country selection
  • Assessment report on the alignment between county TB planning and budgeting processes with overall county planning and budget. The report must include specific, actionable recommendations to address identified gaps in TB planning and budgeting.
